Head of Permanent Recruitment

Role Overview
The Head of Permanent Recruitment is responsible for establishing, growing, and leading the company’s permanent recruitment function. The role combines hands-on 360 recruitment responsibilities with oversight of a delivery-focused consultant supporting the permanent desk.
The Head of Permanent Recruitment will focus primarily on construction sector permanent hiring, while overseeing a delivery/resourcing consultant who focuses on M&E candidate delivery.
In the early stages, the role will focus on generating permanent recruitment revenue, developing repeat client relationships, and building a structured permanent recruitment operation. Over time, the position will be responsible for expanding the permanent recruitment function into a dedicated team covering both construction and M&E markets.
The longer-term objective is to develop a permanent recruitment team that includes separate technical and commercial recruitment capability across both sectors, with aspirations of growing the function to a team of four consultants within two years.
What You’re Responsible For
Permanent Recruitment Sales & Client Development
- Generating permanent recruitment opportunities within the existing client base.
- Proactively developing new permanent hiring clients across the construction sector.
- Building strong relationships with hiring managers, directors, and business owners.
- Conducting detailed job briefings to understand hiring requirements and business needs.
- Negotiating permanent recruitment fees and terms of business in line with company standards.
- Positioning the company as a credible partner for permanent hiring within construction and M&E markets.
Permanent Recruitment Delivery
- Managing the full permanent recruitment lifecycle from job qualification through to placement.
- Sourcing and engaging candidates using networking, direct sourcing, referrals, and market mapping.
- Conducting candidate interviews and assessments to ensure suitability for client roles.
- Producing high-quality candidate shortlists aligned to client expectations.
- Managing interview processes, feedback, and offer negotiations.
- Building long-term candidate relationships to support repeat placements and referrals.
Oversight of Delivery Consultant
- Working closely with the delivery consultant supporting the permanent desk.
- Providing direction on roles, candidate sourcing priorities, and delivery requirements.
- Ensuring strong candidate pipelines are developed for both construction and M&E markets.
- Supporting the consultant with candidate qualification, process management, and role delivery.
- Ensuring the delivery consultant maintains accurate records within Tracker CRM.
The delivery consultant will primarily support M&E permanent hiring delivery, while also contributing to wider candidate sourcing activity where required.
Permanent Desk Ownership & Performance
- Running the permanent recruitment desk as a revenue-generating business unit.
- Building and maintaining a structured pipeline of roles, candidates, and client opportunities.
- Maintaining accurate activity and recruitment records within Tracker CRM.
- Managing pipeline visibility and forecasting revenue potential.
- Ensuring placements meet agreed commercial and margin expectations.
Building the Permanent Recruitment Function
- Establishing structured processes for permanent recruitment within the business.
- Leveraging the company’s existing client relationships to generate permanent hiring opportunities.
- Supporting the development of a scalable permanent recruitment capability.
- Identifying opportunities to grow the team as permanent hiring demand increases.
- Contributing to the long-term growth of the permanent recruitment division.
Market Knowledge & Brand Credibility
- Developing strong knowledge of permanent hiring within construction and M&E sectors.
- Providing clients with market insight on salary trends, hiring demand, and talent availability.
- Building credibility as a trusted recruitment partner within the industry.
- Representing the company professionally across all client and candidate interactions.

Job Type: Full-time
Pay: £35,000.00-£80,000.00 per year
