Norfolk Public Health is seeking an exceptional individual to lead the Let’s Be Clear programme across the East of England — a high-profile, collaborative initiative bringing together 12 upper-tier and unitary authorities, NHS partners, and the voluntary sector to reduce smoking prevalence and improve population health at scale.
Launched in December 2025, the initiative coordinates and leads a regional presence of marketing and campaigns to both raise awareness of the benefits of quitting smoking, and drive-up activity into the locally commissioned services in each of the local authority partner areas. Going forwards, Directors of Public Health are considering opportunities for joint commissioning of provision and/ or supplier services, which will be facilitated by the Programme Lead.
About the Role
This is a unique regional leadership role at the forefront of public health transformation. You will provide strategic direction and coordination for the East of England tobacco control system—working across organisational boundaries to deliver a coherent, evidence-based approach to reducing smoking and addressing health inequalities.
You will lead the development and delivery of a regional tobacco control strategy, oversee marketing and behaviour change campaigns, and ensure effective use of programme resources to maximise impact for the population of the East of England.
A key element of the role will be shaping the future of the programme, including exploring and potentially establishing joint commissioning approaches across the region —helping to secure greater consistency, value for money, and improved outcomes through collaboration at scale.
Working closely with Directors of Public Health, senior system leaders and national partners, you will act as the regional lead and advocate for tobacco control—building strong partnerships and ensuring delivery of ambitious, measurable outcomes.
About You
You will be a highly credible and strategic leader with experience in public health, commissioning, or a related field, and a strong track record of working across complex systems.
You will bring:
- Experience of leading system-wide or regional programmes and influencing at senior level.
- Strong commissioning, programme management, or service transformation expertise.
- Excellent partnership working and stakeholder engagement skills.
- The ability to translate evidence and insight into effective strategy and delivery.
- A strong commitment to reducing health inequalities and improving population outcomes.
You will be confident operating in a politically and organisationally complex environment, with the ability to balance strategic leadership with delivery focus.
