Main purpose of role
To provide senior operational leadership and management of the commercial property management function across the Eaton and Halkyn Estate’s Property and Mineral portfolios, ensuring that asset management, tenancy and statutory compliance, lease events and operational property management activities are delivered efficiently, consistently and in accordance with the Eaton Estate Strategy.
The role will act as the principal managerial and technical interface between the Head of Commercial Property Management and the Commercial Surveyors, translating strategy into delivery, maintaining high professional standards, and ensuring that income, risk and service performance across the commercial portfolio are actively managed and optimised.
Key responsibilities
Strategic and Asset Management

Support the Head of Commercial Property Management in the formulation, review and delivery of the Estate’s commercial property and mineral strategies, incorporated in the Eaton Estate Strategy.

Oversee the implementation of asset management plans across the commercial property and mineral portfolios, ensuring that opportunities to enhance value, income, capital receipts, sustainability and long‑term resilience are identified and progressed including by working closely with colleagues in the Building Services, GIS Mapping, Support Services and Finance teams.

Identify and implement opportunities for key asset management initiatives across the commercial and mineral portfolios, including re-purposing buildings and developing / redeveloping land and buildings.

Provide informed commercial input into capital expenditure projects affecting the commercial portfolio, working closely with the Building Services Team, Project Management Office and external advisers.

Maintain a strong understanding of local and regional property markets to inform leasing strategy, asset performance reviews and recommendations to the Head of Commercial Property Management.

Identify opportunities to reduce voids, improve covenant strength and improve cost recovery and service efficiency.
Operational Property Management
-
Take responsibility for the coordinated management of the commercial property and mineral portfolios, ensuring consistent application of Estate policies, procedures and standards.

Oversee and, as required, action and complete key lease events, including rent reviews, lease renewals, regears, assignments, surrenders and variations, ensuring these are progressed proactively and concluded on appropriate commercial terms.

Ensure that tenancy compliance across the portfolios is rigorously managed, including monitoring compliance with lease covenants, statutory obligations, health and safety requirements and risk management protocols, working with internal support teams as applicable.

To review and input into the annual building insurance renewal process for the commercial property portfolio.

To provide advice and input into the annual asset and CGT valuations across the commercial and mineral portfolios.

Act as an escalation point for complex tenant issues, disputes and negotiations.

Manage relationships with external advisors including mineral surveyor, professional advisers and solicitors, ensuring value for money and appropriate quality of service.

Ensure accurate, timely and well‑maintained property records within the Estate Office systems, including leases, plans, compliance documentation and asset information.
People Management and Leadership

Have line management responsibility for the Commercial Surveyors.

Allocate workloads, set priorities and ensure that team resources are deployed effectively across strategic, asset management and operational tasks.

Provide mentoring, technical guidance and performance management to direct reports, supporting professional development and career progression.
-
Support APC training, supervision or counselling, where required, in coordination with the Head of Commercial Property Management.

Foster a collaborative and professional working culture within the Commercial Property Management Team and across the wider Estate Management function.
-
Ensure confidentiality is maintained at all times and personal conduct reflects the Estate’s values and standards.
Financial Management
-
Assist the Head of Commercial Property Management in preparing and managing revenue and capital budgets for the commercial and mineral portfolios.
-
Monitor income performance, arrears, voids, recharges and recoveries, working closely with the Finance Team to ensure accurate billing and collection and portfolio performance against strategic KPIs.

Ensure that commercial outcomes are robustly assessed and that recommendations are supported by appropriate financial and risk analysis.

Support business planning, forecasting and reporting as required for senior management and trustees.
Risk, Compliance and Governance
-
Ensure that the commercial portfolio is managed in compliance with legal, regulatory and Estate governance requirements.

Assist the Agent for Eaton & Halkyn Estates, Head of Commercial Property Management, Head of Health & Safety and the Mineral and Environmental Manager in providing risk management and assurance at active quarries in the mineral portfolio and across the Estate’s mineral legacy landscape.

Support the implementation of risk assessments, policies and procedures relating to health and safety, tenancy compliance, insurance and statutory obligations.

Assist with audit processes, compliance reviews and insurance valuations where required.

Ensure that appropriate records and audit trails are maintained for key commercial decisions.
General Responsibilities
-
Represent the Commercial Property Management Team professionally with tenants, advisers and stakeholders.
-
To positively engage with the urban and rural communities across the Estate, with particular emphasis on the commercial tenants and their interactions with the other elements that make up the Estate community and to foster, develop and build strong relationships with third party stakeholders in Chester and across Cheshire.

Work collaboratively with the Rural, Building Services, Finance and Health & Safety teams to deliver integrated estate management.

Undertake any other duties commensurate with the seniority and responsibilities of the role as required by the Head of Commercial Property Management.

Skills and attributes
Essential:
-
Chartered surveyor (MRICS) or equivalent with demonstrable professional experience post-qualification.
-
Strategically and analytically minded, with the ability to understand the “big picture” and develop plans to delivers results to a high standard, whilst meeting financial targets, goals and deadlines.
-
Strong commercial property management and asset management experience.
-
Sound knowledge of UK Landlord and Tenant legislation, property-related statutory legislation and regulations, lease structures and commercial property practice, with a focus to keep specialist knowledge up to date.

Strong negotiation, communication and stakeholder management skills.

Ability to manage and share knowledge and work well with others and in teams.
