What's involved with this role:
Have line management responsibility for a team of procurement professionals and responsibility for the effective management of several categories of spend grouped by The Councils priorities of Successful People, Places and Businesses.
It will be your responsibility to ensure their team have a full understanding and control of all third party spend associated with the category and ensure a planned, proactive approach is maintained to improve procurement activity within the category of spend across the Council. Support the Service Manager and assume their responsibilities for the Corporate Procurement Team including delegated decisions in their absence. Provide support to the head of service with reviewing the Councils Contract Procedure Rules and Porcurement Strategy on a annual basis and ensure the successful rollout in the Council. Provide procurement guidance and deliver training to Council officers and elected members.
Qualifications:
Skills & Experience required:
- In-depth working knowledge of the legislative and regulatory framework relevant to public sector procurement, including EU procedures and complex procurement excercises.
- Experience of undertaking procurement activity through a range of different procurement routes.
- Experience of proactive supplier relationship management including managing contracts, performance management of a supplier and dealing with underperforming suppliers.
- Experience of reviewing outcomes of a project and using the learning to improve future performance.
- Demonstrable experience of coaching, developing and leading others either as their line manager or as a superior in the same team.
- Experience of planning and leading complex procurement activity at an organisation-wide level over long period of time (5-6 months plus)
Key Responsibilities:
- Provide monthly updates/reports to the Service Manager regarding the execution of procurement activities in the Council in their given areas of expenditure.
- Support the development of the procurement and commissioning framework across the Council to ensure that all third-party spend is fully understood and managed.
- Undertake work to develop, promote and implement the Council’s Procurement Strategy with senior stakeholders, supporting the Council’s corporate objectives, the district’s Community Strategy, maintaining a service and citizen focus.
- Promote good employee relations and equal rights within the Team and where appropriate develop positive relationships with employee representatives.
- Maintain high standards of health and safety practice and take personal ownership of ensuring that health and safety is managed and reported in accordance with corporate standards.
- Support as required the review of systems and procedures in order that optimum effectiveness is maintained.
