The Chief Operating Officer Group works closely with the Home Offices policy and operational commands to enable us together to deliver the departments priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

This is an exciting opportunity to join the Private Office and Parliament directorate, working at the centre of the departments parliamentary engagement and legislative delivery.

We are recruiting two EO roles, managing a Parliamentary Questions portfolio and oversight of the departments written collective agreement process.

The team plays a critical role in ensuring the Home Office meets its obligations to Parliament and Cabinet. The roles sit at the heart of fast-paced, high-volume work with daily parliamentary and No10 deadlines, requiring strong organisation, judgement, and the ability to work effectively under pressure. Both post holders will work closely with policy teams, private offices, and special advisers, helping to ensure that submissions, parliamentary questions, and collective agreement processes are delivered on time and to a high standard. The roles offer excellent exposure to senior stakeholders and provide a strong foundation for development into a variety of roles across the Civil Service.

Job description

Role 1: Parliamentary Questions

The post holder will support delivery of the departments Parliamentary Questions (PQ) process, helping to ensure responses are commissioned, drafted, cleared, and submitted within required deadlines.

In this role, the post holder will manage a portfolio of PQs, working with policy teams to track progress, resolve issues, and ensure timely clearance through ministers and special advisers. This is a business-critical role which contributes directly to the department meeting its service standard for answering PQs.

Role 2: Write-Round Co-ordination

The post holder will support the co-ordination of the departments written collective agreement (write-round) process, ensuring effective oversight and delivery. They will help manage the end-to-end process, including tracking submissions, co-ordinating input from across the department, maintaining accurate records, and ensuring outputs meet Cabinet Office requirements.

Responsibilities

Role 1: Parliamentary Questions

Key responsibilities will include:

Managing a portfolio of Parliamentary Questions, including commissioning responses, tracking progress, and ensuring deadlines are met;
Working with policy teams and private offices to move draft responses through clearance processes, including ministerial and special adviser sign-off;
Identifying and resolving issues to ensure timely delivery, escalating risks where appropriate;
Providing advice and guidance to officials on PQ processes and requirements; and
Supporting wider parliamentary activity, including contributing to briefing and coordination where required.

Role 2: Write-Round Co-ordination

Key responsibilities will include:

providing central oversight of the departments written collective agreement process, forward planning and managing the pipeline of write rounds and maintaining grip of timelines and dependencies;
liaising with teams across the department to gather and manage contributions, ensuring timely delivery;
maintaining accurate records, version control, and audit trails, ensuring compliance with Cabinet Office guidance
quality assuring submissions to ensure consistency, completeness, and adherence to required formats; and
supporting broader team responsibilities, including corporate activity.

Other work and projects may also be required across both roles, including supporting wider parliamentary business and legislative activity.

Working pattern

Due to the business requirements of this role, it is only available on a full-time basis.

Location

Both posts are based in 2 Marsham Street, London. The team also spends time in both Houses of Parliament and the wider parliamentary estate.

Selection process details

After submission of this first stage, you will be invited to complete the following Civil Service judgement test and Verbal reasoning test.

Online Test by 8th July 2026.

If you successfully pass the judgement & verbal reasoning tests, you will be invited to complete the full application form. 2. Application by 8th July 2026.

As part of the application process, you will be asked to complete:

CV
Personal Statement (maximum 500 words).
Evidence of the Behaviour - working together (maximum of 250 words per Behaviour).

Your CV should consist of your career history, qualifications and skills/experience, including any key achievements in each role. Your CV will be scored against the experience required for the role as noted within the essential criteria.

The Personal Statement should be aligned to and demonstrate how you meet the skills and experience set out in the essential criteria, detailed in the job description.

3. Sift 10th July 2026.

The sift will be held on the Personal Statement, CV, Behaviour as listed in the advert.

Should a high volume of applications be received, an initial sift will be conducted on the Lead Behaviour. Candidates who pass the initial sift will then be progressed to a full sift that will consist of all the remaining elements submitted (Personal Statement & CV). Candidates who fail to meet the minimum pass score for the initial sift will not have their remaining submitted elements scored and will only receive a sift score for that assessed at the initial sift.

4.Interview 31st July 2026.

If you are successful at sift stage, you will be invited to an interview that will be Behaviours (as listed in the job advert) based questions. All Behaviours listed in the selection process will be scored at the interview.

The interview will take place in person, in London 2 Marsham Street (2MS). Further details will be provided ahead of interview. Please note travel costs will not be reimbursed.
