Your Role!
As the Revenues & Benefits Systems & Compliance Lead Officer, you will undertake a a pivotal leadership role at the heart of the service, ensuring the systems and processes that support critical statutory functions remain robust, complaint and high performing.
You will lead on the configuration, maintenance, and continuous development of Revenues & Benefits systems, ensuring optimisation of systems, ensuring they remain stable, compliant with legislative and regulatory requirements, while supporting accurate processing across Council Tax, NNDR, Housing Benefits and Council Tax Support. You will take responsibility for implementing legislative changes, system updates, patches and releases, ensuring all changes are thoroughly tested, documented and communicated to operational teams.
Acting as the key point of contact for all system and technical matters, you will work closely with ICT, software suppliers, and service managers to resolve issues, deliver upgrades, and support ongoing digital transformation.
A key part of the role includes leading critical processes such as year-end billing and annual updates, ensuring successful delivery of statutory functions, including out-of-hours working when required.
The role goes beyond system management, with a strong focus on continuous improvement and transformation. You will analyse system performance, identify risks and inefficiencies, and drive enhancements that improve outcomes for both customers and staff. Ensuring data integrity, audit compliance and the production of accurate and timely management information will be central to your responsibilities.
An important aspect of the role is supporting and developing others. You will lead on the development of training, guidance and working procedures, providing technical advice and ensuring staff are confident and capable in their use of systems. Working collaboratively across services, you will help shape a resilient, efficient and digitally enabled Revenues & Benefits service.
About You!
We are looking for a highly skilled and motivated professional with strong leadership capability and extensive experience within a Revenues & Benefits environment.
You will bring:

Significant experience working within Revenues & Benefits, with detailed knowledge of Council Tax, NNDR and Housing Benefits legislation

A strong understanding of systems, configuration, and system-led service delivery

Experience in interpreting complex technical or legislative changes, translating them into system updates, upgrades, and testing activities

Proven ability to analyse performance data and producing meaningful management information and reports

Experience of developing procedures, documentation, and training materials
Ideally, you will also hold an IRRV Technician qualification (or equivalent) and have experience working with a range of ICT systems and software platforms.
