Job Overview
You will take end-to-end responsibility for delivering a multi-year framework contract overseeing Planned Preventative Maintenance (PPM) and reactive maintenance across rail buildings, civils, and infrastructure assets. You’ll manage all facets of safety, compliance, quality, cost, and performance, ensuring delivery meets Network Rail standards and RISQS requirements—while managing a team of Project Managers, Supervisors and technicians.
Key Responsibilities
· Contract Mobilisation: Oversee recruitment, CAFM setup, operational processes and team onboarding ahead of May 2026 start.
· Maintenance Delivery: Lead and coordinate PPM and reactive maintenance across the contract, ensuring compliance with health & safety and rail safety rules.
· Scheduling & CAFM Management: Maintain optimisation of PPM schedules in the CAFM system.
· Compliance & Quality Assurance: Review and approve RAMS, Works Packages, Task Briefing Sheets, QA/QC procedures, and asset management documentation.
· Stakeholder & Contractor Management: Interface with Network Rail, clients, supply chain and internal commercial/procurement teams.
· Procurement & Inventory Control: Manage purchasing materials and plant, supervise stock control and site compound stock takes.
· Commercial Support: Assist with invoices, contract valuations and financial submissions.
· Reporting & Asset Management: Oversee operations manuals, inspection regimes, asset records and safe systems of work.
· EHS Projects & Audits: Support CDM projects and EHS initiatives. Ensure IMS, ISO and EHS compliance through audits and action plans.
· Team Leadership: Provide leadership to direct reports including planners, supervisors and technicians. Manage performance, development, onboarding, and resource planning in a 24/7 operational environment.
Key Skills & Competencies
· Rail Maintenance Expertise: Deep understanding of rail, buildings or civils maintenance and Network Rail standards.
· Leadership & People Management: Proven ability managing multi-disciplinary teams in high-pressure, compliance-focused environments.
· CAFM & IT Systems: Proficiency in CAFM systems, plus advanced use of Microsoft Excel, SharePoint, and reporting tools.
· Safety & Quality Focus: Strong QA/QC orientation, oversight of RAMS/Work Pack Plans and EHS/CDM compliance.
· Stakeholder Handling & Communication: Effective at liaising with internal and external stakeholders including client, supply chain, and regulators.
· Commercial Acumen: Skilled in budgeting, cost control, invoicing, material procurement and resource management.
· Problem-Solving: Analytical mindset able to identify issues early, propose mitigation and drive continuous improvement.

Qualifications & Experience
Essential:
· 5–10+ years of rail, buildings or civil engineering maintenance experience, including PPM/reactive maintenance frameworks.
· Proven leadership and people management credentials.
· Full UK driving licence.
Desirable:
· Qualification in Facilities or Asset Management (e.g., ISO 55000, BIFM).
· Rail safety certifications (e.g. PTS).
· In-depth operational experience with Network Rail standards and compliance requirements.
· Experience with mobilisation of long-term rail frameworks.
· CAFM accreditation or advanced user capability.
Pay: £55,000.00-£65,000.00 per year
