Job Introduction

Salary: £36,363 - £39,152 a year pro rata plus £963 essential car user allowance (subject to criteria)
Hours per week: 37 hours a week
Contract type: Secondment / Fixed Term until 31st June 2027

We welcome applications from both internal and external candidates.

This role is available until 31st June 2027. Internal candidates who are permanent employees of Luton Council will be appointed on a secondment basis, while external candidates and other eligible applicants will be appointed on a fixed-term contract until 31st June 2027.

Current Luton Council employees applying for this opportunity must obtain written approval from their manager before applying (an email will suffice). A copy of this approval must be included with the application, as we will be unable to progress applications without it.

What You’ll be doing

Are you passionate about helping people rebuild their lives? Join us in delivering a unique housing pathway for people leaving prison, supporting them to secure accommodation and break the cycle of rough sleeping and homelessness.

You'll work closely with prisons, housing providers, probation, and other partners to achieve positive outcomes for people with complex needs. We're looking for someone with experience in housing, criminal justice, homelessness, or the voluntary sector, who can build strong partnerships, manage complex casework, and take a proactive, solutions-focused approach.

What we’re looking for

You'll have excellent communication and report-writing skills, a good understanding of homelessness legislation, offending and resettlement, and experience working in a multi-agency environment. Knowledge of trauma-informed practice, motivational interviewing or similar approaches is desirable, along with strong Microsoft Office skills and the ability to manage performance data and outcomes.

Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken. However in the event of the employment being taken up, any failure to disclose such offence, as detailed above, will result in dismissal or disciplinary action by the Authority.
