Due to a new contract from the client, we are looking for a Technical Manager to oversee the Fixed Electrical Testing (FET) programme across a portfolio of 13 Data Centre sites.
You will supervise a team of two Authorised Persons (APs), ensuring the safe execution of High Voltage (HV) 11kV and Low Voltage (LV) electrical testing operations with zero downtime. As a fully qualified Authorised Person (HV/LV), you will provide operational cover and step in to execute isolations, switching operations and Permit to Work (PtW) activities when either of the two dedicated APs are on leave or otherwise unavailable.
You will serve as the technical authority for all FET activities, providing strategic oversight, technical guidance, and quality assurance across the estate. Reporting to the JLL Lead Technical Operations Manager (LTOM) for the VIRTUS account, you will drive operational excellence, compliance and a Safety-First culture throughout all testing and isolation activities.
Key Responsibilities
Act as a designated Authorised Person (AP) for 11kV distribution networks and LV critical distribution systems across 13 sites.
Provide operational AP cover when either of the two dedicated APs are on leave, ensuring continuous programme delivery.
Perform safe isolations in strict accordance with the JLL Electrical Safe Systems of Work (SSoW).
Issue, manage and cancel statutory safety documentation, including Permit to Work (PtW) and Certificates of Isolation across assigned sites.
Enforce rigorous lock-out/tag-out (LOTO) protocols across all active electrical plant rooms.
Operate all MEP systems within the Critical Facility/Data Centre in a competent and confident manner (including HV/LV electrical isolations/operations).
Supervise, mentor and coordinate two AP FET Engineers across the 13-site portfolio.
Plan and deploy AP resources effectively to support the FET programme schedule and operational demands, including your own operational deployment.
Oversee the strategic planning, scheduling and execution of the Fixed Electrical Testing programme across all sites.
Coordinate with site operations teams, contractors and client stakeholders to ensure minimal operational impact.
Develop, review and approve Standard Operating Procedures (SOPs) and Emergency Operating Procedures (EOPs) for all FET-related activities.
Review, challenge and sign off third-party Method Statements and Risk Assessments (RAMS) for sub-contracted testing teams.
Ensure all testing activities comply with BS7671, Guidance Note 3 and JLL Electrical Safe Systems Of Work (SSOW).
Act as the technical authority for electrical safety across the FET programme.
Audit and verify that all Permit to Work (PtW), Certificates of Isolation and lock-out/tag-out (LOTO) protocols are correctly implemented.
Oversee and audit specialist contractors performing periodic testing in accordance with BS7671 and Guidance Note 3.
Drive compliance with Health and Safety requirements, including Hazard/Near Miss Reporting and Toolbox Talk participation.
Ensure accountability for compliance with JLL MEP processes and procedures when undertaking enabling works for the FET, ensuring risk management documentation (SOP or EOP) are in place for all activities.
Attend and lead site meetings with clients and contractors as required.
Provide concise technical reports, programme updates and performance metrics to the JLL LTOM.
Communicate testing schedules, risks and recommendations clearly to all stakeholders.
Actively participate and complete Health and Safety compliance activities, such as Hazard/Near Miss Reporting and regular attendance/completion of scheduled Toolbox Talks.
Qualifications and Skills
Minimum of 5 years relevant experience in Critical Environments such as Data Centres or Banking HQ facilities, with at least 2 years in a supervisory or technical leadership role.
Authorised Person (High Voltage and Low Voltage) qualification - ACTIVE and CURRENT.
C&G 2391 Inspection, Test and Certification (or equivalent).
BS 7671 (Current Edition) - IET Wiring Regulations.
NVQ Level 3 in Electrical Installation or City & Guilds 2320/2360.
Electrical/Mechanical Engineering UK Level 3 Qualification or equivalent (time-served apprenticeship).
Proven ability to lead, mentor and develop technical teams while maintaining hands-on operational capability.
Strong understanding of Safe Systems Of Work, Permit to Work and isolation procedures with demonstrable practical application.
Excellent communication skills with the ability to engage effectively at all organizational levels.
Demonstrated ability to manage multiple priorities, contractors, and stakeholders simultaneously.
Physical capability and availability to deploy across 13 sites and perform operational AP duties as required.
