What is the role?
Are you passionate about creating new affordable homes and building strong partnerships that make a lasting difference to communities?
We're looking for a Development Manager (Land and New Business) to lead the identification, negotiation and acquisition of new affordable housing opportunities across South Wales.
This is a strategic role where you'll play a key part in delivering Hafod's growth ambitions by developing a sustainable pipeline of land-led developments, Section 106 opportunities, acquisitions, regeneration projects and partnership initiatives.

This is a permanent 36 hrs full time hybrid working position with option to work 9 day every fortnight.
Working closely with local authorities, Welsh Government, developers, landowners and consultants, you'll help shape the future of affordable housing delivery while ensuring opportunities are commercially viable, strategically aligned and capable of creating positive outcomes for communities.
This role involves travelling independently across our operating areas and development sites as part of day-to-day duties.
Because of this, you'll need to hold a full, valid driving licence and have access to a vehicle. If you use your own vehicle for work, you'll also need appropriate insurance (for example business use).

What you’ll be doing
- Lead the identification and progression of land-led, Section 106, acquisition, regeneration and package development opportunities to support Hafod's growth ambitions.

Negotiate with landowners, developers, agents and strategic partners to secure viable affordable housing opportunities.

Develop and maintain strong relationships with local authorities, Welsh Government, developers, consultants and other key stakeholders.

Lead feasibility studies, financial appraisals, funding applications and governance approvals to ensure opportunities are commercially robust.

Provide leadership and support to Project Managers, promoting high performance, innovation and continuous improvement within the development team.

What you’ll bring
-
Significant experience in affordable housing development, land acquisition, construction or a related field.

A proven track record of identifying, negotiating and securing development opportunities.

Strong commercial awareness, with experience of financial appraisals, risk management and project viability.

Excellent stakeholder management, negotiation and influencing skills, with the ability to build trusted relationships across multiple sectors.

Leadership capability, with experience of supporting, coaching and developing others to achieve successful outcomes.
Ideally,you'll have knowledge of Welsh housing policy, planning processes and affordable housing funding programmes. While a relevant degree or professional qualification is desirable, we are equally interested in candidates who can demonstrate relevant experience and expertise gained in practice.
