Electrical Officer

Job Description

To be responsible for the management of the councils contract delivery relating to domestic electrical testing and upgrade safety and statutory responsibilities in relation to the council housing properties and that the councils responsibilities are discharged in areas where the post holder has responsibility for this function.

To provide a customer focused service for internal and external customers which is focused on excellent delivery, service improvement and maximising efficiency.

To contribute to the delivery of an effective and focused property/asset and compliance management service for the council.

Responsibilities

Work collaboratively and support other colleagues (as required) to deliver Team Plans, Corporate Plan and emergency and recovery plans
Take a collaborative approach to delivering support across the team/service, supporting colleagues to deliver positive outcomes beyond traditional service boundaries where required and directed by encouraging the sharing knowledge, experience and resources across teams in the council.
Contribute and support the development and delivery of the Council’s strategies and policies as required
To work on cross cutting corporate issues/projects as required
To work collaboratively with colleagues across the council to promote a culture of continuous improvement and good governance
Ensure the councils compliance, statutory obligations and regulatory undertakings are delivered with regards to health and safety compliance for, but not limited to Landlord or Lessee EICR’s, public lighting, communal including emergency lighting and fire alarm systems.
Ensure the council has in place a comprehensive and current survey of its risks in relation to electricity and that effective plans are in place for the management and reduction of its risks in line with its policies and procedures.
Ensure that all remedial/follow on works are undertaken on a risk basis; that the service, testing and inspection process is fit for purpose, and the records and certification is appropriately recorded, and that data is validated and current.

Skills Required

Essential

Proven experience of successfully managing statutory health and safety compliance within a housing portfolio with particular experience in electrical installations and their safety
Proven track record of successfully managing contractors or consultants to meet defined objectives or targets
Excellent level understanding of current electrical regulations, electrical safety procedures, RIDDOR procedures and EICR, LOLER requirements etc.
Good understanding of CDM (Construction Design Management) Regulations and other related regulations/ law and how they apply within the context of statutory health and safety compliance
Excellent knowledge of current Wiring Regulations BS7671, 18th Edition and preceding regulations
Qualifications of personnel who can work on fixed and mobile electrical installations
Knowledge and understanding of qualifications of personnel who can work on fixed and mobile electrical installations
Knowledge of the key responsibilities of the council and how it will fully comply with statutory requirements relating to electrical safety
Experience of identifying risks in relation to electricity and putting in effective plans for the management and reduction of its risks in line with organisational policies and procedures
Good supplier and subcontractor knowledge
Understanding of performance management systems and processes
Experience of budget management
Ability to develop specifications and schedules of work as required for issue to contractors for pricing
Excellent interpersonal and communication skills, with an ability to challenge, support, influence and engage senior managers and customers across the organisation
Excellent level of IT literacy including experience with Microsoft Word, Excel and database systems
Experience of accurate data entry and methodical database/systems management
Experience of handling sensitive information/data

Educational Requirements

Essential

Educated to minimum GCSE – NVQ2 or A Level - NVQ3 or Qualified Electrician
Evidence of continued professional development is essential.
