Job Summary

Location: Dependent on business needs, with a base at Southbank House, Kirkintilloch and flexible/hybrid working

JOB SUMMARY
A position of Lead Auditor has arisen in the Internal Audit Team, reporting to the Chief Internal Auditor. The role will lead the Internal Audit and Corporate Fraud team on a day-to-day basis in providing a comprehensive, effective and efficient internal audit and corporate fraud service, helping the Council to achieve its objectives.

The team provides a risk based Internal Audit service to the Council, helping to ensure a strong governance, risk management and control environment. This work involves leading the teams including supervising and conducting audit assignments including the planning of risk-based audits, the completion of audit programmes, the communication of results and completion of reports on the work completed, ensuring an action plan is agreed with the service to address any risks identified. The successful candidate will have extensive previous experience in an internal audit environment, including supervisory experience, preferably within local government, be able to demonstrate strong written and verbal communication skills, coupled with numeracy and diagnostic skills and a self-motivated approach.

The post will also supervise the work of the Corporate Fraud Team including the National Fraud Initiative.

RESPONSIBILITIES:

Lead the Internal Audit and Corporate Fraud team on a day-to-day basis in providing a comprehensive, effective and efficient internal audit and corporate fraud service, helping the Council to achieve its objectives.
Assist the Chief Internal Auditor in leading the team to provide a service to create, protect, and sustain value by providing the Council and management with independent, risk-based, and objective assurance, advice, insight, and foresight.
Supervise the work of the Internal Audit team ensuring quality and service standards are maintained in line with the Audit Manual with a focus on providing assurance over the Council’s governance, risk management and control processes.
Ensure that Internal Audit appropriately communicates the outcomes of assurance audits to customers to enable improvements to be made.
Provide a comprehensive customer consulting service subject to agreement with relevant stakeholders.
Deputise for the Chief Internal Auditor at senior management meetings and audit committee meetings as appropriate.
Lead the provision of an effective Corporate Fraud service including implementing and interpreting of legislation in relation to the detection and prevention of fraud and participation in the National Fraud Initiative.
Support the performance of the Audit & Fraud Team through a culture of teamwork and flexibility, contributing to the overall success of the Council.
Work to continuously improve service delivery and the performance of the Audit & Fraud Team.

ESSENTIAL SKILLS / EXPERIENCE:

Previous extensive experience in an internal audit environment, preferably within local government
Full qualified membership of a recognised Accounting or Audit professional body (CCAB, IIA or equivalent)
Team leadership & team building skills
Empowers team members to achieve results
Awareness of the work and overall purpose of Internal Audit and service areas within the Council
High level of numeracy, diagnostic and analytical skills
High level of written and verbal communication skills and ability to tailor communication depending on audience
Ability to work on own initiative whilst balancing team, service and corporate responsibilities
High level of report writing skills.
Persuasive & personable

PVG / Disclosure Scotland

The following criteria applies to all roles within East Dunbartonshire Council where PVG/Disclosure checks are essential criteria.

Where the post you are applying for is considered a Regulated Role under the Disclosure (Scotland) Act 2020, successful candidates will be required to join the PVG Scheme, or undergo a PVG Scheme Update check, prior to confirmation of employment being made by East Dunbartonshire Council.

Please note, successful candidates will be expected to meet the cost of the relevant check which will be deducted from the successful candidate’s first salary payment. Successful candidates who withdraw their application after the check process has started will be invoiced for the cost of the check.

In specific circumstances the payment could be deducted in instalments from an employee’s wages following commencement of employment. Approval in such circumstances will be made by the HR &OD Manager.

Should an employee leave in advance of the payment being deducted, the full amount will be deducted from the employee’s final salary.

The criteria outlined above will apply to existing employees of East Dunbartonshire Council who apply for roles for which a PVG/Disclosure check is required.
