Full job description

On 1 April 2026, NHS National Services Scotland (NSS) and NHS Education for Scotland (NES) became one national organisation, focused on continuity today and a stronger, more connected service for tomorrow.

As part of this transformation, NSS and NES have joined to form a new organisation: Public Services Delivery Scotland (PSD Scotland). This new organisation will play a pivotal role in supporting the renewal and ensuring the long-term sustainability of health and care services across Scotland.

About the Organisation:
PSD Scotland unites expertise from NES and NSS in a way that will allow us to accelerate national programmes to support the NHS to deliver better care, now and in the future.

We support staff with education and training, provide the tools and data that improve services, and run vital national functions such as procurement, logistics and blood, tissue and cell services.

The Team.
People, Solutions and Experience are a team within the Human Resources and Workforce Development Department, and we aim to provide an excellent service in all aspects of employment, from prior to commencement of employment and throughout the employment lifecycle. This includes providing a wide range of professional services such as Recruitment; first-line HR support; Terms and Conditions of Service; Policy and Case Management advice and guidance.

The Post:
The HR Assist Officer will provide advice and guidance on all aspects of terms and conditions of service and policies, will be the first point of contact for our customers queries and for maintaining our people systems such as eESS internal databases and our call management platform, Service Now.

The Candidate:
We are looking for an individual with excellent communication skills, written and verbal, combined with great organisational and time-management skills, to join the teams.
You need the ability to multi-task in a fast-paced, customer service environment and possess good decision-making skills. A good understanding of HR practices and a professional is essential with a confident and flexible approach is essential to balance the needs of the customers with the requirement to adhere to policy and process.
The ideal candidate will have experience in an administrative role, ideally within an HR environment and should be qualified to HNC level or with equivalent HR experience.
Additionally, you should have experience of HR systems and be computer literate with standard Microsoft packages.
The successful candidate must comply with the Mandatory Induction Standards and with the Code of Conduct for Healthcare Support Workers.

Location and Working Pattern:
You will be based in our office in Edinburgh or Glasgow, and on occasion travel to other PSDS sites to attend meetings will be required.

Currently hybrid working.

Hours of work are 36 hours per week, Monday to Friday.

It is a condition of this employment that you must live and remain a resident within the UK and have entitlement to work in the UK for the post in which you will be employed.
