Purpose of the Role
We are seeking an experienced, proactive, and adaptable Facilities Manager to manage our UK factory and head office, and to lead health, safety, and facilities operations across our sites. This role is pivotal in ensuring compliance with all relevant legislation, maintaining safe and efficient workplaces, and fostering a positive safety culture. You will manage both hard and soft FM services, oversee contractor performance, and champion continuous improvement in HSE and facilities standards, within Motion Applied.
Principal Accountabilities
Building & Services Management
- Manage the condition, maintenance, and lifecycle of buildings, fabric, and grounds.
- Oversee building services: HVAC/air handling, compressed air, process gases, steam/boilers, chilled water, vacuum, extraction/LEV, water treatment, electrical distribution (LV/HV with AP/CP as applicable), fire detection/suppression, security/access/CCTV.
- Ensure cleanroom and/or ESD‑controlled areas (EPA) meet required controls where applicable
- Support the continual improvement of the integrated management system
BMS (Building Management System) Ownership
- Administer BMS strategy, controls, alarm management, schedules, setpoints, and change control.
- Trend and analyse performance data (temperatures, humidity, differential pressures in controlled spaces, energy meters) to maintain process stability and reduce energy use.
- Ensure resilience of BMS infrastructure (backups, security roles, firmware/patching in coordination with IT/OT).
- Support with the maintenance of HSE and FM software and tools.
Equipment & Asset Management
- Maintain critical site assets and utilities per OEM guidance, statutory requirements, and risk‑based maintenance strategies (RCM/CBM).
- Maintain an up-to-date asset register, technical files, O&M manuals, drawings (including single‑line diagrams), and PPM schedules in the CAFM/CMMS.
- Coordinate defect elimination and root cause analysis
- Plan and control shutdowns, isolations, and permits (e.g., Hot Work, Confined Space, Electrical).
- Develop and own the FM helpdesk and deliver efficient, high-quality service to internal stakeholders.
Compliance, Certification & Documentation
- Maintain legal registers, compliance calendars, and assurance packs; prepare for audits (internal, external, and regulator).
- Manage Legionella control (L8/HTM/BS guidance), asbestos management (CAR 2012), LEV thorough examinations, pressure systems written schemes, lifting equipment thorough examinations, fixed electrical testing, and gas safety.
- Support/maintain ISO certifications as applicable (e.g., ISO 45001 Health & Safety, ISO 14001 Environmental, ISO 50001 Energy, ISO 9001 Quality).
- Administer F‑Gas, refrigerant logs, and FGAS-qualified contractor oversight.
- Keep site plans (fire strategy, zoning, fire stopping registers) current.
Health, Safety & COSHH
- Act as FM lead for H&S across building services; collaborate with EHS.
- Act as competent person for Health & Safety, including Fire Safety, RIDDOR, and Electrical Responsible Person duties.
- Ensure robust COSHH risk assessments for chemicals (e.g., solvents, fluxes, cleaning agents), correct storage/segregation, SDS management, spill control, and waste handling.
- Manage DSEAR risk assessments (flammables/ATEX zoning) where applicable to processes/solvents.
- Ensure mandatory statutory inspections and remedials (e.g., PUWER/LOLER/PSSR/LEV).
- Drive Permit‑to‑Work and contractor control; deliver toolbox talks; ensure fire safety (RRO 2005), evacuation drills, first aid, and emergency response.
- Champion a proactive safety culture (near misses, learning teams, visible felt leadership).
Energy, Sustainability & Environment
- Monitor utilities (electricity, gas, water, compressed air) and reduce consumption via BMS optimisation, heat recovery, leak reduction, and asset upgrades.
- Ensure compliant waste management (including WEEE and hazardous waste) and spill prevention.
Budgeting & Vendor Management
- Own FM budgets (opex/capex), cost control and forecasting.
- Tender and manage FM contracts and SLAs; drive vendor performance and safety.
- Benchmark service levels; implement continuous improvement.
People & Leadership
- Coach, develop, and define competency matrices and AP/CP roles.
- Foster collaboration with Production, Quality, EHS, and IT/OT.
- Deliver H&S training and induction programs, and coordinate external training providers as required.
KPIs (Examples)
- Statutory compliance: 100% on time; zero overdue high‑risk actions, and ensure full compliance with applicable HSE legislation and company policies.
- Asset availability: 99.5% for critical utilities.
- Energy intensity: year‑on‑year % reduction vs baseline.
- Reactive vs planned maintenance ratio: move towards 70% planned.
- H&S: TRIR, near‑miss reporting rate; contractor audit scores.

Essential Qualifications & Experience
- IWFM Level 4 (or higher) or equivalent HNC/HND or Degree in Facilities Management/Building Services/Mechanical/Electrical Engineering or related field (or significant equivalent experience).
- NEBOSH General Certificate (or higher) in Health & Safety.
- Demonstrable experience in facilities and H&S management, ideally in manufacturing and multi-site environments.
- Knowledge of building compliance, fire safety, COSHH, SSoW and H&S risk management.
- Experience in M&E services, PPM planning, and contractor management.
- IT proficiency (Microsoft Office).
- Willingness to travel across our sites in Surrey.
Desirable qualifications and knowledge:
- IWFM Level 5 (or higher) or BSc in Facilities Management.
- NEBOSH Diploma in Health & Safety.
- ISO 45001 Internal Auditor qualification.
- IEMA Certificate in Environmental Management.
