About the role
Balfour Beatty Power T&D are looking for Chief Engineer & Designated Individual (Temporary Works) to join the business in Derby.
The Temporary Works Chief Engineer & Designated Individual (TWCE/DI) is the senior technical authority responsible for the governance, assurance, and oversight of all Temporary Works (TW) activities across Balfour Beatty Power Transmission & Distribution (BB PT&D) projects.
The role ensures that the organisation’s temporary works procedures comply with
BS 5975-1:2024 and industry best practice, and that all engineering, risk management, design, approval, and site control processes are robust, auditable, and effectively implemented.
The TWCE/DI provides technical leadership, oversight and support to Temporary Works Coordinators (TWCs), Temporary Works Supervisors (TWSs), and Temporary Works Designers (TWDs), and acts as the ultimate escalation point for complex or high-risk temporary works matters. They must also promote a proactive team culture and collaboration between different disciplines, communicating lessons learned and best practice.
What you'll be doing
Accountabilities:
- Undertake the role Designated Individual (duties as defined by BS 5975-1:2024) for the Balfour Beatty PT&D business
- Accountable for establishing, maintaining, and monitoring the organisation’s Temporary Works Procedure, and project specific TW procedures (if required)
- Ensure projects are compliant with the approved TW procedure
- Ensure competencies of all Temporary Works duty holders (internal and external) and develop the team’s technical skills to close skill gaps
- Ensure that there is a technical succession plan for the discipline
- Contribute towards the strategic direction for the discipline
- Drive a culture of innovation and value engineering within the discipline
Responsibilities:
The role is responsible for ensuring the design team delivers robust, optimal designs and comprehensive documentation for each project, while maintaining high standards of design quality through the review and approval of designs and drawings. The position also provides independent, expert scrutiny of design solutions, offering objective oversight and assurance to the design process.

Who we're looking for
Essential Qualifications & Experience
- Degree level education in Civil / Structural Engineering (Masters preferred).
- Chartered Engineer (CEng) with ICE, IStructE, or equivalent.
- Extensive experience in the design, assurance, and management of temporary works in the civil engineering sector.
- Technical expert with strong and proven experience of design management, including the interface between permanent works and temporary works.
- Thorough knowledge of BS 5975-1:2024, CDM Regulations, and related engineering standards.
- Demonstrable experience acting as a senior engineering authority or Designated Individual (DI) within a major construction contractor.
- Skilled in Microsoft Office products (especially Excel) and analytical software (Autodesk, Bentley and others)
Desirable
- Previous experience of leading an engineering function team, with knowledge of design (temporary and permanent), planning, engineering, materials and bidding.
- Experience with overhead line, cabling, or substation construction methods.
- A strong background in complex, multi-contractor project environments.
- Keeps abreast of the latest technical knowledge in the industry
- Strong numerical capability and ability to assimilate data, review and report
- Strong leadership, communication, and stakeholder management skills.
