At Reading Borough Council, we’re looking for a proactive and technically skilled Network Services Co-ordinator to join our Highways & Traffic Services team. About The Role:
Working within the Network Services Team, you’ll deliver a comprehensive highway works co-ordination service in line with the New Roads and Street Works Act (NRSWA) and Traffic Management Act (TMA).
You’ll help manage activities on the highway, support network management initiatives and contribute to the delivery of transport and engineering projects across the borough.
The role offers a varied workload and includes:

Managing and co-ordinating street and road works activity
- Investigating and implementing network management and transport schemes
- Supporting Urban Traffic Management and Control (UTMC) systems, including traffic signals and congestion management
- Supervising projects, contractors and technicians
- Preparing technical reports, drawings and committee information
- Liaising with utilities, developers, Councillors, stakeholders and members of the public
- Supporting event planning and operations impacting the highway network
- Assisting with traffic signal maintenance and operational resilience

About You:
You will have experience in street works or highway network co-ordination, with a strong understanding of relevant legislation including the New Roads and Street Works Act (NRSWA) and Traffic Management Act (TMA).
You’ll be confident managing projects, supervising works and working collaboratively with contractors, utilities, developers and stakeholders. Strong communication and organisational skills are essential, along with the ability to manage competing priorities and provide excellent customer service in a busy operational environment.
You should be comfortable preparing reports, responding to enquiries and working independently using your initiative. Experience with traffic signals, Urban Traffic Management and Control (UTMC), temporary traffic management or transport-related projects would be advantageous, as would experience using AutoCAD or similar software.
A valid Street Works Qualification Register card (or equivalent) is desirable, and candidates applying at the higher end of the salary range should ideally hold an HNC or Degree in Civil Engineering or a related discipline.
