Job Overview

Property Compliance Officer

Qualitas Housing are a non-profit Community Benefit Society that provides a range of housing options such as Supported Housing and healthcare facilities for vulnerable people. We work in partnership with different organisations for the benefit of those living in the communities in which we operate.

Job Summary

The Compliance Officer will be responsible for overseeing and coordinating statutory and regulatory property compliance across the organisation’s portfolio. The role will ensure that all properties remain compliant with legal, health and safety, and internal policy requirements, including key areas such as gas safety, electrical testing, fire safety, asbestos management, EPCs, PAT, water hygiene, and other building-related compliance obligations.

Based at our Head Office in Blackburn, the Compliance Officer will take a proactive and organised approach to monitoring compliance deadlines, instructing and managing contractors, obtaining and reviewing certification, maintaining accurate compliance records, and escalating any risks or overdue actions. They will also produce clear management reports and compliance updates to support operational oversight, risk management, and decision-making.

This role requires a diligent, detail-oriented individual with strong organisational skills, the ability to manage multiple workstreams, and a sound understanding of property compliance requirements within a housing or property management environment.

Key Responsibilities

· Oversee and monitor statutory compliance across the property portfolio, ensuring all inspections, servicing, testing, and remedial works are completed within required timescales.

· Manage compliance areas including, but not limited to:

- Gas Safety Certificates

- Electrical Installation Condition Reports (EICRs)

- Fire Risk Assessments (FRAs)

- Fire alarm servicing and maintenance

- Emergency lighting inspections

- Asbestos surveys and asbestos management plans

- Energy Performance Certificates (EPCs)

- Portable Appliance Testing (PAT)

- Legionella risk assessments and water hygiene monitoring

- Lift servicing and LOLER inspections (where applicable)

- Lightning protection testing (where applicable)

- Fixed wire and other statutory building safety requirements

· Maintain an accurate compliance calendar/database to track due dates, certification expiry dates, inspection schedules, and outstanding remedial works.

· Appoint and coordinate external contractors and specialists to undertake inspections, servicing, testing, and remedial works in advance of due dates.

· Obtain quotations where required and support the procurement of contractors in line with company procedures and value-for-money principles.

· Ensure all compliance certificates, reports, and supporting documentation are received promptly following completion of works and are accurately filed in the appropriate systems.

· Review compliance documentation for completeness, accuracy, and follow-up actions, escalating any concerns, missing information, or non-compliant findings.

· Track remedial actions arising from inspections and risk assessments and ensure works are completed within required or recommended timeframes.

· Liaise with internal teams, contractors and other stakeholders to arrange access, schedule works, and resolve compliance-related issues.

· Work closely with housing, maintenance, and operational teams to ensure compliance requirements are understood and embedded in day-to-day property management.

· Carry out regular audits of compliance records and property documentation to identify gaps, risks, or upcoming deadlines.

· Produce regular compliance reports, dashboards, and management information for senior leadership, highlighting overall compliance status, upcoming renewals, overdue items, high-risk issues, and trends.

· Escalate non-compliance, access issues, contractor delays, or health and safety risks to management in a timely manner.

· Support the development, implementation, and continuous improvement of compliance processes, trackers, policies, and reporting systems.

· Assist with preparing information for internal audits, external audits, regulator enquiries, insurer requests, or board reporting.

· Keep up to date with changes in legislation, guidance, and best practice relating to property compliance and building safety.

· Support incident response where compliance issues are identified that pose an immediate risk to residents, staff, or property.

· Ensure all records are maintained accurately and in a format suitable for audit, inspection, and regulatory review.

· Promote a strong culture of compliance, risk awareness, and health and safety across the organisation.

Pay: £30,000.00 per year
