Role Overview
We are seeking a methodical, commercially aware and compliance-focused Head of Enforcement to lead the enforcement function across UK Parking Administration. This role will be responsible for the effective management of appeals, compliance activity, PCN performance, debt recovery oversight and legal partner relationships, ensuring the function operates efficiently, fairly and in accordance with all applicable legislation, industry codes and accredited body requirements.
Key Responsibilities
- Lead, support and develop the Appeals and Compliance Specialists, ensuring the team has the training, guidance and structure required to deliver high-quality outcomes.
- Monitor team capacity, workload and resourcing requirements, identifying risks and recommending appropriate operational adjustments.
- Audit team performance against agreed standards, internal controls and relevant compliance requirements.
- Maintain up-to-date knowledge of applicable legislation, regulatory requirements and the standards set by relevant accredited bodies, ensuring changes are reflected in internal processes and guidance.
- Oversee the performance of Parking Charge Notices issued across UKPA-managed sites, using data to identify trends, anomalies, risks and opportunities for improvement.
- Flag site-level or process-related issues that may impact enforcement performance, compliance, customer outcomes or commercial results.
- Maintain close working relationships with debt recovery and legal partners, ensuring performance is monitored, reported and challenged where appropriate.
- Provide clear and regular reporting to senior stakeholders on enforcement performance, appeals trends, compliance activity, debt recovery outcomes and legal escalation activity.
- Work across departments to resolve issues and improve end-to-end enforcement processes.
- Drive continuous improvement across the enforcement function, ensuring processes are documented, scalable, auditable and aligned with business objectives.
Skills and Experience
- Experience leading or supervising an operational, compliance, appeals, enforcement or administration team.
- Strong understanding of PCN lifecycle management, appeals handling, compliance controls, debt recovery or related parking industry processes.
- Highly analytical, with the ability to interpret operational data, identify patterns and translate findings into practical process improvements.
- Excellent attention to detail and a structured approach to documentation, quality assurance and audit readiness.
- Confident stakeholder manager, able to build effective relationships with internal teams, external partners and senior leadership.
- Clear and professional communicator, with the ability to explain complex operational or compliance matters in a concise and practical way.
- Comfortable working in a fast-paced, scaling environment where priorities may change and processes need to evolve quickly.
- A fair, proportionate and customer-aware approach to enforcement, balancing commercial performance with compliance and reputational risk.
