Role Purpose
Livingston Building Services requires a dedicated Senior Proposals Coordinator to support in-year delivery and growth of the Services business. The role will take responsibility for coordinating bid activity for framework and services-led tender opportunities across both public and private sector clients, including Group and direct external clients - working alongside the LBS SLT who retain overall ownership of bids.
The role will develop and coordinate high-quality, compliant, and compelling submissions, ensuring Livingston Building Services is well positioned to secure work through frameworks, call-offs, negotiated opportunities, and repeat clients. The role will also contribute to Group-wide work-winning capability, supporting shared learning, consistency, and best practice.

Key Responsibilities
Framework & Opportunity Management
Maintain a forward-looking Services opportunity pipeline in coordination with SLT, aligned to in-year delivery and growth objectives; contributing to Group pipeline reporting and reviews- Act as Proposals coordinator for Services-related framework bids and negotiated services opportunities; supporting Operational leads who retain overall bid ownership.
Bid & Proposal Coordination
Coordinate the bid process for Services opportunities (including PQQs, tenders, framework submissions and client‑specific proposals), liaising with internal stakeholders to coordinate bid content. Liaising with Livingston Service/Operations Directors who have overarching responsibility of leading the bid.- Develop and write high-quality bid responses, tailored to client priorities, scoring models, and service delivery outcomes.
- Coordinate bid responses from key stakeholders and workstream leads.
- Manage bid plans, resources, review cycles, and governance.
- Ensure submissions are fully compliant, and operationally credible.
- Operate in line with defined Rules of Engagement between Sectors, Business Units, and Proposals
Content Development & Quality Management
Own and maintain LBS-specific bid library to support Services submissions.- Develop and refresh:
o Service methodologies
o Case studies
o Value propositions
o CVs and capability statements
- Drive continuous improvement through lessons learned and bid review feedback.
- Ensure alignment with Livingston and wider Group brand standards.
Accreditations & Compliance
Support management and coordination of services led accreditations; working with HSQE and relevant teams where applicable.- Coordinate updates to policies, evidence, and standard responses.
- Act as a key point of contact for audits, verification checks, and clarification stages.
Client Engagement & Presentations
Support preparation of client interviews and presentations and clarification responses.- Produce clear and professional presentation materials that articulate service capability, value, and differentiation.
- Work closely with operational teams to ensure bids reflect deliverable and robust service solutions.
Marketing & Business Growth Support
Support development of marketing collateral aligned to Services growth priorities; including
o Service brochures
o Framework summaries
o Capability documents
- Support relationship development with repeat and new clients.
- Contribute to improving the visibility and consistency of the Services offering across Group platforms where relevant.
Group Collaboration & Best Practice
Build strong working relationships with Divisional Proposal Leads.- Actively share best practice, templates, content, and lessons learned to continuously improve bid quality and efficiency.
- Participate in Group work‑winning forums, reviews, and improvement initiatives.
- Support Group requirements, including:
o Strategic framework bids
o Cross-divisional opportunities
o Standardisation and capability development activity
- Provide support to wider Group priorities during peak activity, in line with agreed capacity-sharing approach.
Skills, Experience & Attributes
Essential
Building services / MEP / services contract experience.- Experience of framework-led procurement in public and/or private sectors.
- Proven experience in a Proposals / Bid / Work Winning role within construction, building services, engineering, or FM.
- Excellent written and verbal communication skills.
- Strong organisational capability, managing multiple bids and deadlines.
- High attention to detail with a strong focus on quality and compliance.
- Knowledge/ Experience of Adobe Suite in particular In Design
Desirable
Familiarity with term contracts, lifecycle services, or critical environments.- Understanding of public sector procurement processes.
- Experience supporting client interviews and mobilisation proposals.
