How to Apply
Stage 1 - Online tests
After submission of the first stage of your application, you will be invited to complete two online tests, the Civil Service Numerical Test and the Civil Service Verbal Test. You may wish to have paper, pens and calculator ready for completing them. You will receive instructions on how to complete the tests when you are invited. If you successfully pass the test, you will be invited to complete the final stage of the application.
Please complete the online tests as soon as possible (within 24-48 hours is recommended), the closing date for the tests is 23:55pm on 25 June 2026.
Stage 2 - Full Application
As part of the application process, you will be asked to provide the following:

A name-blind CV including details of your Job History, up to your last 5 roles, giving a brief summary of what you delivered and any key achievements in each role (Maximum of 100 words for each role).

A 750-word personal statement. Your Personal Statement should be used to describe how your skills and experience would be suitable for the advertised role, making reference to the Essential Criteria and Person Specification outlined in the advert.

A 250-word statement demonstrating how you meet the Behaviour Making Effective Decisions.

Sift
In the event of a large number of applications being received, an initial sift may be held on the Behaviour statement Making Effective Decisions.
At full sift your Behaviour statement, CV and Personal Statement will be assessed, with the successful candidates being invited to interview.
We may also raise the score required at any stage of the process if we receive a high number of applications.
Interview
Stage 1 Virtual Interview
During the panel interview, your experience will be assessed and you will be asked strength-based questions.
This is an example of a strengths-based question:
It is often said that the customer's needs should come first. To what extent do you agree or disagree with this statement?
There is no expectation or requirement for you to prepare for the strengths-based questions in advance of the interview, though you may find it helpful to spend some time reflecting on what you enjoy doing and what you do well.
Interviews will take place via video link and last approximately 60 minutes.
Applicants who are successful at Stage 1 of the interview process will progress to a face-to-face interview to access their technical abilities.
Stage 2 - Face to Face Interview - Technical Assessment
You will be invited to a 2-hour and 20-minute face-to-face technical assessment.
You will be asked to locate open-source data online, undertake an analytical exercise using the data gathered, and present findings to the panel.
These assessments will take place in either:

Liverpool Regional Centre - India Buildings, 31 Water Street, Liverpool, L2 0RD

Online Tests Banked Scores
When an applicant has a banked score they are not asked to retake the same test, providing it is:
set at the same job level, and
within the same system.
Scores will be banked for six months, or until a new score benchmark is applied, whichever is sooner. This means that if a candidate applies for another vacancy at this grade they may not have to retake the test within that time, and their previous score will be used for the new vacancy.

Reserve List
A reserve list may be held for up to 12 months from which further appointments may be made for the same or similar roles if this applies to you, well let you know via your Civil Service Jobs account.
Criminal Record Check
Applications received from candidates with a criminal record are considered fairly in accordance with the DBS Code of Practice and the Recruitment of ex-offenders Policy.
Merit List
After interview, a single merit list will be created, and you will only be considered for posts in locations you have expressed a preference for. Appointments will be made in strict merit order in line with the set number of roles in each location.
Hybrid working at HMRC
HMRC is an office-based organisation, and colleagues are expected to spend 60% of their working time in the office. Our offices provide opportunity for interaction, collaboration which aids learning and development and a sense of community. Where the role allows it, and where the home environment is suitable, colleagues can work from home for up to 2 days a week, averaged over a calendar month (or a proportionate amount of time for colleagues who work less than full time).

Additional Security Information
Please note: in addition to the standard pre-employment checks for appointment into the Civil Service, all candidates must also obtain National Security Vetting at Security Check (SC) clearance level for this vacancy. You will normally need to meet the minimum UK residency period as determined by the level of vetting being undertaken, which for SC is 5 years UK residency prior to your vetting application. Terms and Conditions
Current Civil Servants (all contract types) will need to ensure that they are still employed as a Civil Servant on or beyond the start date for the post. If their contract ends (for example due to the end of Fixed Term Appointment contract or resignation) at any point during the application process for the advertised role, they will no longer be eligible and may be withdrawn.
