The role and responsibilities
This is a new role required to support a pivotal phase in the organisation’s AI delivery roadmap. The Microsoft Copilot Manager role is critical to the successful development, deployment and ongoing operation of Microsoft Copilot Premium, with initial rollout commencing in late July 2026, alongside the re launch of Microsoft Copilot Basic.
2026–27 represents a significant transition year for enterprise AI at TPR, moving from limited pilots and experimentation to organisation wide deployment of a core productivity platform. This creates materially increased requirements for technical oversight, coordination, risk management and assurance, which are not met by existing roles.
Without this role, TPR risks deploying Copilot as a technical capability without achieving sustained adoption, behavioural change or measurable productivity benefits. The role is therefore required to ensure that Copilot is deployed safely, coherently and at scale, in line with organisational standards and governance expectations.
The role combines product ownership, platform management and technical assurance for Microsoft Copilot as a live enterprise service. It will be accountable for maintaining Copilot’s assurance position and ensuring governance artefacts remain current as the technology evolves.
This role does not have direct line management responsibility. It will sit within the AI Accelerator Team, which is currently hosted in the Data team and brings together delivery roles from across DDaT and the Chief Operating Officer Group. The role will work closely with a range of teams across the DDaT directorate.
As an individual contributor within the AI Accelerator team, the Microsoft Copilot Manager will lead the organisation wide rollout and adoption of Microsoft Copilot products. Establishing a clear adoption roadmap, operating model and engagement approach that enables all directorates to adopt the AI powered productivity tools safely, effectively, and in line with TPR’s Responsible AI principles.
This role provides strategic and hands on platform leadership, shaping how TPR configures, deploys, governs, and continuously improves the Copilot ecosystem. It ensures that TPR maximises value from Microsoft 365 investment while maintaining strong governance, security and user trust to maximise the value to TPR of this investment.
Primary Responsibilities

Platform strategy and vision
- Own and articulate the vision and strategy for Microsoft CoPilot products (Copilot Basic, Copilot Premium, Cowork, GitHub Copilot) at TPR.
- Work closely with Microsoft partners to keep informed of product developments and the adoption roadmap, collaborating with internal stakeholders to ensure that new features are prioritised for adoption aligned with the TPR AI Strategic Plan and DDaT Strategy.
- Set clear outcomes and success measures, including adoption, productivity and value realisation. (e.g. productivity gains, adoption metrics. Etc)
- Collaborate with Service and other Product Owners to manage the backlog of work and ensure the stability of the CoPilot platform and that capabilities are available to be used in meeting user needs.
- Represent the user needs and advocate for inclusive, assessable and usable solutions,
- Work with service design and change colleagues to ensure Copilot is embedded into real world working practices.
- Use insight, feedback and data to ensure the product is used to its full capability.
- Work closely with user communities to identify use cases across TPR and support with solution design.
- Work with various DDaT architects to explore integration across the overall platform landscape
- Backlog Ownership and prioritisation
- Own and prioritise the platform use case backlog based on user value, directorate readiness, responsible AI requirements, and technical dependencies.
- Keep user communities updated with product developments and ensure value-driving features are prioritised.
- Work closely with the architects, to ensure conformance with the overall architectural guidelines. IT help desk to ensure issue resolution. M365 collaboration services and other relevant teams.
- Governance and assurance and responsible AI
- Ensure Copilot is implemented in line with government digital standard, TPR polices and responsible AI principles.
- Work with data governance, info security, cyber, legal and risk teams to manage privacy, security, ethical and compliance considerations.
- Establish strong relationships and proactively communicate with team members as well as individuals across the organisation

M365 Technical Experience across M365 Copilot applications and their integration with related Microsoft technologies e.g. Power Platform, Data Platform (MS-900 certification required)
- Experience setting design standards and shared services across a suite, so teams can reuse them, work together, and scale to high data volumes
- Experience with user‑centred thinking and insight‑led prioritisation
- Experience in change management or digital transformation, ideally supporting the adoption of AI technologies within an organisation
- Experience with defining and measuring organisational value and prioritising backlogs.
- Experience working in a cross-functional, multi-disciplinary agile scrum team
- Strong communication and collaboration skills
- Experience in delivering innovative and practical user engagement and digital transformation projects

You will:

Provide leadership and direction to all M365 Copilot Platforms in the delivery of a programme or platform communities
- Maintain the high-level roadmap and delivery plan for the backlog of items for a particular platform release and continuous improvement of the platform in line with the AI Adoption and Engagement plan
- Be involved in a range of programme management activities in support of the service owner or programme lead beyond the daily management of the platforms
- Co-ordinate with business/service owners where necessary to deliver business benefits
- Provide high level progress reports/dashboards/status update to track and demonstrate adoption of Copilot platforms across TPR.
