About the role:
We are seeking a motivated individual to join a team of CEO’s enforcing parking regulations both on and off street during late-night shifts. This role plays a vital part in ensuring parking compliance, maintaining traffic flow, and contributing to the safety and accessibility of Norwich’s streets. This role will pay particular attention to those areas associated with the nighttime economy.
Salary & Benefits:
This position offers a 20% shift enhancement, along with a 0.5 weekend working enhancement for any shifts worked on weekends. These are both in addition to the displayed salary.
Key responsibilities:
CEOs play a vital role in maintaining traffic flow and ensuring compliance with parking regulations both on and off the streets. Your primary responsibilities will include:
- Enforcing parking restrictions to prevent congestion, enhance road safety, and ensure fair access to parking for residents, businesses, and visitors.
- Patrolling designated areas and issuing Penalty Charge Notices (PCNs) to vehicles violating regulations.
- Providing guidance to motorists regarding parking rules and regulations.
- Supporting accessibility for emergency vehicles, pedestrians, and individuals with disabilities.
Key Accountabilities
- Patrol and enforce the parking regulations in a given area, ensuring that Penalty Charge Notices are issued and recorded correctly (manually or electronically via handheld unit) in accordance with appropriate legislation, and maintains pocket book in accordance with agreed procedures
- Enforce contraventions of the Clean Neighbourhood Act, issue fixed penalty fines and prepare statements for court
- Work under the direction and day-to-day supervision of the Team Leader, adhering to agreed methods and practices, referring problems outside the scope of their responsibility to the Team Leader for advice
- Work collaboratively and support other colleagues (as required) to deliver Team Plans, Corporate Plan and Covid-19 recovery plan
- Take a collaborative approach to delivering advice/support across the council supporting colleagues to deliver positive outcomes beyond traditional service boundaries where required and directed by encouraging the sharing knowledge, experience and resources across teams in the council
- Contribute and support the development and delivery of the Council’s strategies and policies as required
Knowledge and experience
Essential
- Experience of understanding or interpreting regulations
- Experience of or ability to identify breaches of the Clean
- Neighbourhood Act and issue Fixed Penalty Notices
- Understanding of the need to regulate parking and of current parking issues and initiatives eg: decriminalised parking
- Knowledge of the Clean Neighbourhood Act
- Experience of dealing with members of the public in a front-line role
- Experience of carrying out basic (recording/reporting/monitoring information etc)

- Deliver a high level of customer service and proactively look for ways to improve the customer experience and tailor information to meet the needs of the customer

- Good communication skills (verbal and written) and the ability to give clear and consistent advice

Other requirements Essential
- Wear uniform at all times whilst on duty
- Able to cope with working in an external environment. This includes being able to walk at least 5 miles per day carrying equipment
- Clean and current driving licence
- Provide cover for other team members
Qualifications Essential administrative tasks
- To have obtained the NVQ Level 2 in Parking Control or a willingness to undertake and study towards a Parking Control related qualification (on completion of the 6 months probationary period) to be completed within 18 months or can demonstrate proven experience to a similar level
- To have or be willing to undertake and pass Clean Neighbourhood Act training
- Good level of numeracy and literacy
