Senior Estimator – Commercial Painting & Decorating
Pembroke & Bull Contracts Ltd is an established commercial painting and decorating contractor delivering projects across London and the South East. Working with leading main contractors, developers, local authorities and asset managers, we undertake commercial, residential, healthcare, education, heritage and specialist coating projects, with contract values typically ranging from £20,000 to £500,000.
Due to continued growth, we are seeking an experienced Senior Estimator to join our team and play a key role in securing future work, mentoring junior team members and supporting the ongoing development of our estimating department.
The Role
As Senior Estimator, you will be responsible for managing the tender process from enquiry through to successful handover. Working closely with directors, surveyors and contracts managers, you will ensure projects are priced accurately, commercially and competitively whilst maintaining the high standards expected by our clients.

Key Responsibilities
- Reviewing tender enquiries, drawings, specifications, schedules and contract documents.
- Measuring and pricing painting and decorating works using Bluebeam.
- Carrying out site surveys and pre-tender inspections.
- Producing detailed and accurate estimates and tender submissions.
- Obtaining and negotiating supplier and subcontractor quotations.
- Assessing labour requirements, programmes and project risks on projects ranging from £20,000 to £500,000.
- Attending tender interviews, client meetings and pre-start meetings where required.
- Managing and mentoring junior estimators.
- Identifying value engineering opportunities where appropriate.
- Maintaining strong relationships with clients, suppliers and subcontractors.
- Completing detailed handovers to contracts managers and surveyors following successful tenders.
- Supporting the continuous improvement of estimating systems, procedures and processes.
Requirements
- Experience pricing commercial painting and decorating projects is preferred; however, applications from estimators within fit-out, drylining, flooring, ceilings, refurbishment or related construction sectors will also be considered.
- Experience pricing commercial construction projects ranging from £20,000 to £500,000.
- Strong leadership skills with experience managing or mentoring estimators.
- Excellent understanding of construction methods, specifications and tendering procedures.
- Ability to interpret drawings, specifications and schedules accurately.
- Strong commercial awareness and attention to detail.
- Experience carrying out site surveys and client-facing meetings.
- Proficiency using Bluebeam and Microsoft Excel.
- Excellent communication, organisational and negotiation skills.
- Full UK driving licence.

Location
The role is based at our office in East Tilbury, Essex, within walking distance of East Tilbury railway station. The position offers a hybrid working arrangement, with occasional site visits across London and the South East as required.
