The Engineer (Structures) role provides professional civil and structural engineering expertise to support the delivery of the Structures capital programme, including bridge maintenance, strengthening and improvement works across Perth and Kinross.
The post holder will be responsible for planning, designing, procuring and delivering structures projects from inception to completion, operating within statutory, technical and corporate frameworks. The role is primarily based at Pullar House, Perth, with regular site visits across the council area.
There may be a requirement to supervise, coordinate and support technical staff, including technicians, as allocated. This will include providing technical guidance, supporting work planning, and contributing to effective team delivery.
The role offers the opportunity to work on a diverse portfolio of bridges and structures, contribute directly to the delivery of an expanded capital investment programme, and develop professionally within a structured local authority environment, supported by a Senior Engineer (Structures).

The role requires a professional civil and structural engineer with the skills and experience to contribute effectively to the delivery of a complex and expanding Structures capital programme within a local authority environment.
Mandatory requirements:
- Degree in Civil Engineering, or an equivalent qualification, with demonstrable relevant knowledge, skills and experience in civil and/or structural engineering.
- Professional civil and/or structural engineering capability relevant to bridges and highway structures.
- Ability to apply sound engineering judgement to the assessment, design and delivery of structures projects.
- Ability to work within statutory, governance and health and safety frameworks.
- Ability to support and supervise technical staff as part of a wider team.
- You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
- Ability to assess and analyse complex technical information and develop proportionate, robust engineering solutions.
- Strong verbal and written communication skills, including the ability to present technical information clearly to colleagues, contractors and other stakeholders.
- Well‑developed organisational skills, with the ability to plan, prioritise and manage workloads effectively for both self and others.
- Ability to work effectively within statutory, governance, health and safety frameworks.
Desirable requirements:
- Membership of the Institution of Civil Engineers (ICE).
- Experience of working within a local authority or comparable public‑sector environment.
- Experience of delivering engineering projects and programmes within a local authority or similar public‑sector environment.
- Knowledge and understanding of CDM 2015 roles, including Client, Designer and Principal Designer duties.
- Knowledge of procurement processes, contract management and financial monitoring.
- Experience in supervising and coordinating the work of technical staff, including technicians.
- Knowledge of relevant legislation, technical standards and Council policies.
- Ability to use digital systems and technical tools to support efficient and effective service delivery.
