We are seeking an exceptional Regional Operations Manager to provide strategic and operational leadership across our Health, Social Care and Education services.
This is a senior leadership role with responsibility for operational performance, service quality, safeguarding, compliance, workforce development and continuous improvement across multiple locations. Working closely with Directors, Registered Managers and the wider leadership team, you will play a pivotal role in ensuring our services remain safe, effective, compliant and person-centred while supporting the continued growth and success of the organisation.
The successful candidate will be a visible and influential leader who can inspire teams, support managers, drive excellence and maintain high standards across all areas of service delivery.
Key ResponsibilitiesOperational Leadership
- Provide operational oversight and leadership across a portfolio of Health, Social Care and Education services.
- Lead, support and develop Registered Managers, Service Managers and Team Leaders to achieve outstanding service delivery and operational performance.
- Work collaboratively with Directors and the wider leadership team to implement strategic objectives and organisational priorities.
- Monitor service performance, staffing, quality outcomes and operational effectiveness across multiple locations.
- Drive service improvement initiatives and support the development and mobilisation of new services.
- Promote a culture of accountability, collaboration, innovation and excellence.
Quality, Compliance & Safeguarding
- Ensure compliance with all relevant legislation, regulatory frameworks, safeguarding requirements and organisational policies.
- Maintain a strong working knowledge of Ofsted and CQC standards, inspection frameworks and regulatory expectations.
- Lead quality assurance activities including audits, inspections, service reviews, action plans and continuous improvement programmes.
- Oversee safeguarding practices across all services and ensure concerns are managed effectively and appropriately.
- Act as a senior point of contact for safeguarding matters, working closely with Safeguarding Hubs, Local Authority Designated Officers (LADO), local authorities and partner agencies.
- Ensure robust risk management processes are embedded throughout all services.
- Monitor incidents, complaints, investigations and lessons learned to drive continuous improvement.
Leadership, Training & Workforce Development
- Lead, coach and develop high-performing managers and multidisciplinary teams.
- Support recruitment, retention, succession planning and workforce development.
- Oversee training and professional development programmes to ensure staff have the skills, knowledge and confidence required to deliver exceptional services.
- Promote a positive culture of learning, accountability, professional development and continuous improvement.
- Support managers in addressing performance, conduct and capability matters where required.
Service Logistics, Planning & Risk Management
- Oversee the planning, coordination and safe delivery of service activities, community access, transport arrangements and off-site visits.
- Ensure robust risk assessments are completed, reviewed and implemented for all activities, trips, travel arrangements and service-related outings.
- Support managers and staff in planning multiple weekly activities and trips safely, ensuring appropriate staffing, transport, communication and contingency arrangements are in place.
- Maintain oversight of dynamic risk assessments and ensure staff are equipped to respond effectively to changing risks.
- Ensure safeguarding, medication, behavioural, medical, mobility and environmental risks are fully considered as part of all service planning.
- Review incidents, near misses and concerns linked to activities, transport and community access, ensuring lessons learned are implemented across services.
- Promote safe, meaningful and enriching opportunities for the people we support, balancing positive risk-taking with appropriate safeguards.
Cross-Service Collaboration & Partnership Working
- Maintain strategic oversight of collaboration across services to ensure consistency, efficiency and the sharing of best practice.
- Foster strong communication and partnership working between managers, teams and service locations.
- Develop and maintain positive relationships with local authorities, commissioners, healthcare professionals, educational settings, families, carers and partner organisations.
- Represent the organisation professionally at inspections, reviews, meetings and stakeholder forums.
Governance & Performance
- Monitor and report on key performance indicators (KPIs), quality outcomes, compliance measures and operational performance.
- Support budget oversight and ensure resources are utilised effectively and efficiently.
- Produce reports and recommendations for Directors and senior leadership teams.
- Ensure governance processes, reporting requirements and documentation standards are consistently maintained.
Essential Experience
- Minimum three years' experience in a senior leadership or operational management role within Health, Social Care or Education services.
- A strong and demonstrable track record of successful leadership within Health & Social Care Services, Day Services, Residential Services or other regulated environments.
- Experience managing managers and leading multidisciplinary teams across multiple services or locations.
- Proven experience working within Ofsted and/or CQC regulated services.
- Strong knowledge of safeguarding legislation, risk management and quality assurance processes.
- Experience working with Safeguarding Hubs, Local Authority Designated Officers (LADO), commissioners and regulatory bodies.
- Experience overseeing service logistics, activity planning, transport coordination and risk assessments for vulnerable children, young people and/or adults.
- Demonstrable experience delivering operational improvements, service development and positive outcomes.
- Excellent leadership, communication, organisational and stakeholder management skills.
Essential Qualifications
- Level 5 Diploma in Leadership and Management for Adult Care; or
- Level 5 Diploma in Leadership and Management for Residential Childcare; or
- An equivalent Level 5 qualification in Leadership, Health, Social Care, Education or Service Management.
Desirable Qualifications & Experience
- Registered Manager experience.
- Experience supporting services through successful Ofsted and/or CQC inspections.
- Designated Safeguarding Lead (DSL) qualification or equivalent safeguarding training.
- Project management, quality improvement or organisational development experience.
- Experience working across both Health & Social Care and Education settings.
Working Hours
Full-Time – 40 Hours Per Week
This role requires flexibility to meet the needs of the organisation and the services we deliver. Occasional evening, weekend and out-of-hours working may be required to support operational requirements, inspections, incidents, safeguarding matters and other service needs.
Regular travel between service locations will be required, and the successful candidate will be expected to maintain a visible leadership presence across the region.
