The Financial Accountant – Treasury provides senior leadership and oversight for the delivery of a high quality Financial Services and Treasury function for the ICB.
The postholder leads cash management, financial controls, reconciliations, invoice approval and payment processes, ensuring compliance with Standing Financial Instructions and national financial governance requirements. They support the production of statutory accounts, provide cover for the Financial Accountant (Technical), and contribute to the development of robust financial systems and processes.
The role works autonomously with significant discretion, supporting the wider finance team to build capability, strengthen financial control and deliver value for money across the organisation.
- Provide senior leadership for the Financial Services and Treasury function, ensuring high quality service delivery.
- Lead improvements to systems and processes to strengthen financial control, efficiency and effectiveness.
- Oversee Accounts Payable, Accounts Receivable and Treasury operations.
- Support the preparation of statutory accounts and returns, ensuring compliance with deadlines and legal requirements.
- Support Agreement of Balances with NHS organisations and Whole Government Accounts (WGA) bodies.
- Provide senior support for the delivery of a comprehensive financial services function.
- Ensure robust cash management, reconciliations, invoice approval and payment processes.
- Support the organisation in driving transformation and achieving value for money.
- Build technical expertise and subject matter capability within the financial services team.
- Work autonomously within broad professional and organisational policies.
- Support the CFO and Director of Finance – Commissioning in developing the finance workforce.
- Carry out other duties commensurate with banding and competence.
