The Procurement Lead will be supporting ISO, in managing both complex and routine procurement and supply chain management activities. Such tasks include strategy development, price analysis, negotiation and contract placement, management and close out within an assigned sub category/ portfolio in order to contribute to the successful performance or programmes and/or projects and to support the achievement of Sellafield Ltd business objectives.
• To coach, develop and support direct reports and other team members as appropriate, supporting ongoing personal development, wellbeing and team enhancement and the creation of clear succession plans which are aligned to both the corporate and directorate plan. • To operate in line with the ‘Employee Expectations’, ‘Line Managers’ and ‘Financial Management’
- To proactively support the delivery of category management activity, including the development of category plans and strategies, aligning with the Sellafield Ltd corporate strategies and Supply Chain Directorate strategies.
- To lead complex procurement activities, as required in line with the procurement regulations to ensure open and transparent compliant competition throughout the supply chain.
- To proactively support the development of Acquisition Strategies and Business Cases.
• To proactively support, as requested, during project/programme submissions to internal and external governance e.g. ISO Sanction and Change Board (S&CB), SL Investment Review Panels (IRPs) and NDA Group Investment Committees (GICs), including participation in Sellafield Project Execution Reviews (SPERs), where requested. • To lead market and supply chain research, with market engagement where necessary, to enhance market understanding and market conditions whilst identifying potential suppliers to support Sellafield’s category management and procurement activities.
- To develop key procurement documentation in compliance with appropriate Public Procurement Regulations.
- To manage clarification responses, preferred bidder and standstill process.
- Responsible for award of contract and, where applicable, handover of contract to the contract management or category team.
- To support the delivery of risk management, contract management and supplier relationship management activity in line with the policies and processes provided by the Sellafield contract management and SRM teams.
- Ensure that learning from experience is shared within the direct reporting line and broader directorate via Huddles and EDI shares.
- To accurately develop/maintain records, reports and data for procurement, category management, contract management and supplier relationship management activity, including the Procurement Plan.
- To ensure activities undertaken in accordance with the Sellafield Manifesto, Company Commercial Directorate policies, procedures, processes, legislative and regulatory requirements, and government commercial standards.
- To promote Sellafield Ltd to key relevant stakeholder groups and to lead business partnering in the deployment of collaborative working principles as defined by ISO 44001 standard.
- To lead and deliver a positive cultural and behavioural change in the Supply Chain Directorate with the effective implementation of integrated and cooperative supply chain teams.
- To coach, develop and support direct reports and other team members as appropriate, supporting ongoing personal development, wellbeing and team enhancement and the creation of clear succession plans which are aligned to both the corporate and directorate plan.
- To operate in line with the ‘Employee Expectations’, ‘Line Managers’ and ‘Financial Management’.
- Degree in in Business Management, Procurement, Quantity Surveying, Supply Chain Management or relevant discipline.
- Membership of the Chartered Institute of Procurement and Supply (MCIPS Advanced Practitioner Level 6) or Membership of the Royal Institution of Chartered Surveyors (MRICS).
- Experience and practitioner capability in procurement and the end-to-end category management process including contract management and supplier relationship management, as required by the focus of the role.
- Advanced knowledge and experience in sourcing and negotiation including strong working knowledge of the Public Contract Regulations.
- Knowledge and experience of working to NEC forms of contract).
- Proven ability to support the delivery of corporate direction and ambition set out with positive results.
- Extensive leadership and management experience.
- Ability to interpret case law for applicability to various stages of procurement activities.
- Demonstrable ability and experience in sourcing activities including competitive tendering and supplier evaluation.
- Demonstrable ability and experience in influencing stakeholders, including senior stakeholders, in the delivery of assigned portfolio.
- Demonstrable ability and experience of working collaboratively as part of integrated multi-disciplined team.
- Professional knowledge and experience of analytical tools for spend/contract/market/supply chain analysis and an ability to deploy broader good practice in associated analysis.
- General knowledge of change management principles with experience of applying these across a portfolio of projects and activities.
- General knowledge and awareness of best practice supplier, contract and risk management approaches.
