Job Introduction
The Mayor of the West Midlands is seeking an exceptional individual to serve as Mayoral Commissioner for Health, Well-being and Public Service Reform.
This new and pivotal role reflects the opportunities presented by the English Devolution and Community Empowerment Act, which strengthens the powers and responsibilities of Mayoral Combined Authorities to improve outcomes for local communities. As the West Midlands takes on an expanded leadership role in public service reform, this appointment will help drive collaboration across organisations and ensure that devolved powers deliver tangible benefits for residents.

Working closely with the Mayor, Deputy Mayor and senior leaders from local government, the NHS, emergency services, business and the voluntary sector, you will use your expertise, influence and collaborative leadership to drive meaningful change and improve outcomes for communities across the region.
As Commissioner, you will provide oversight of key areas including Public Service Innovation, the Mayor's Community Action Plan, and the WMCA's Race Equity and Homelessness Taskforces. You will also play an important role in supporting the transfer of the West Midlands Fire and Rescue Authority into the West Midlands Combined Authority, helping to deliver one of the region's most significant public service reforms.

In this high-profile appointment, you will:

Provide expert advice, insight and constructive challenge to support the mayor's priorities and policy ambitions.

Lead and influence programmes that improve health, wellbeing and public services across the West Midlands.

Bring together partners from across local government, health, emergency services, business and the voluntary sector to deliver shared outcomes.

Represent the Mayor at regional, national and, where appropriate, international events and forums.

Champion innovative approaches to public service delivery and reform.

Provide oversight of key priorities including homelessness, public health, community cohesion, road safety, crime and anti-social behaviour, and thriving high streets through the Mayor's Community Action Plan.

About the appointment
This appointment is for the duration of the mayor's term of office.
The role requires a commitment of approximately two and a half days per week. Remuneration will be determined by the Independent Remuneration Panel and approved by the WMCA Board.
Support and working arrangements
Commissioners are supported by the Mayor's Office, including diary management and logistical support. Coordination between the Mayor and Commissioners is provided through the Mayor's Chief of Staff, ensuring alignment with the mayor's priorities and policy outcomes through regular engagement and coordination meetings.
