Operating within the Warmer Homes Local Grant, we are a fast-growing business with a strong pipeline and ambitious plans to scale. Alongside retrofit, we deliver kitchens, bathrooms, windows, doors and full refurbishment packages.
As we continue to grow, we are looking for a Senior Retrofit Coordinator & Compliance Manager to strengthen our internal delivery, streamline compliance, and support business growth.
Role Overview
This is a hybrid strategic and operational role combining:
- Retrofit Coordination (PAS compliance)
- End-to-end funding compliance & submissions
- Project lifecycle oversight
- Technical oversight and office technical and compliance development
- Internal process improvement
- Support to business development and funding strategy
You will play a key role in ensuring jobs move efficiently from install through to submission and payment, while maintaining full compliance with PAS and funding requirements.
Key Responsibilities1. Retrofit Coordination & Technical Oversight
- Act as in-house Retrofit Coordinator across projects (PAS 2035), taking full responsibility for coordinating a minimum of 10 projects per month from design through to completion.
- Manage relationships with 3rd party co-ordinators and review designs, risk assessments and improvement plans from external co-ordinators
- Provide technical support to Project Managers and site teams
- Ensure all measures are compliant prior to installation and submission
- Attend sites to ensure quality and compliant delivery process and identify any areas for improvement
2. Compliance & Submissions Management
- Oversee the full lifecycle of WHLG projects from install through to submission, working closely with the Project Team
- Build, structure and continuously improve internal compliance and submissions processes
- Review and sign off submission packs to ensure accuracy, consistency and minimal rejections
- Act as the escalation point for complex or non-compliant cases
- Liaise with Managing Agents, funders and accreditation bodies to ensure alignment and resolve issues
- Keep up to date with industry changes and compliance updates
3. Process Improvement & Systems
- Identify inefficiencies in current workflows and implement improvements
- Support development and optimisation of internal systems (e.g. PASHub, CRM, compliance tracking)
- Reduce submission errors and improve turnaround times
- Help build scalable processes aligned with company growth
4. Project & Operations Support
- Work closely with Projects team to ensure smooth job progression
- Track project status from install through to funding approval
- Support coordination between operations, compliance and finance
- Assist with forecasting submissions and cashflow timelines
5. Team Leadership & Training
- Support and mentor internal teams on compliance and submission standards
- Assist with training new staff and improving team capability
- Set and monitor KPIs for compliance performance
6. Business Development & Funding Strategy
- Support identification of new funding opportunities and delivery routes
- Assist in onboarding new Managing Agents or partners
- Provide insight into how to maximise funding allocations and delivery
- Contribute to scaling operations across new workstreams
Skills & Experience
Essential
- Level 5 Retrofit Coordinator qualification (Ability to do design is essential)
- Minimum 2 year Retrofit Coordinator experience
- Strong experience in ECO4 / GBIS / WHLG submissions and compliance
- Proven experience managing end-to-end funding lifecycle
- Strong knowledge of PAS 2030/2035 requirements
- Experience liaising with funders, managing agents and installers
- Highly organised with strong attention to detail
Desirable
- Retrofit Assessor qualification
- Experience managing or mentoring teams
- Experience with systems such as PASHub, ECOSURV, Corelogic, ECMK
- Background in process improvement or operations
