About us

You will be joining a well-respected and supportive Public Health team committed to improving health outcomes and reducing inequalities across Warrington. The team has established strong partnerships across the council, including Public Protection and Prevention, Adult Social Care, Education and Community Services, Growth, Environment and Transport, and Communications.

You will also work closely with a wide range of external partners, including the Integrated Care Board, acute and primary care providers, commissioned services, and the Voluntary, Community, Faith and Social Enterprise (VCFSE) sector.

This role sits at the heart of Warrington’s work to tackle poverty and inequalities. The postholder will play a key role in supporting the implementation and delivery of the Crisis Resilience Fund (CRF), with a particular focus on financial resilience, community coordination, and responding to crisis. The role will involve significant partnership working, bringing together organisations and community groups to strengthen local responses and maximise impact.

The postholder will report to a Consultant in Public Health and work closely with the senior team to support the development, delivery, and monitoring of the CRF. Alongside this, the role will contribute to wider programmes aimed at tackling poverty, reducing inequalities, and improving community resilience to financial shocks, making a tangible difference to the health and wellbeing of Warrington residents.

The role

Warrington Public Health is seeking to recruit a skilled and motivated Public Health Practitioner with strong technical expertise and a genuine commitment to improving population health. This is an exciting opportunity to play a leading role in developing and delivering strategic, system-wide approaches to tackling poverty and health inequalities.

You will work across multi-agency partnerships, building and strengthening networks to design and implement programmes that make a meaningful difference to residents’ lives. A key focus of the role will be coordinating priority areas within the Crisis Resilience Fund (CRF), including financial resilience and initiatives aimed at reducing demand on crisis services. You will also provide leadership in advancing Warrington’s broader work to tackle poverty and improve outcomes for vulnerable communities.

The role requires strong project management skills, with responsibility for the systematic planning, delivery, monitoring, and evaluation of CRF and wider poverty-related interventions. You will use health intelligence, research, and evaluation to inform evidence-based practice and support effective commissioning.

Public engagement and co-production will be central to your approach, ensuring that programmes are shaped by local insight and deliver measurable, sustainable impact.

What's needed?

To succeed in this role, you will be qualified to degree level or have equivalent relevant experience, with a strong understanding of public health practice, health promotion, and/or community development approaches. You will bring proven technical expertise in working across multi-agency partnerships, leading programme development, and navigating complex systems to support the commissioning, delivery, and evaluation of programmes that address poverty and health inequalities.

You will have a well-developed understanding of the wider social determinants of health, with insight into the drivers, impacts, and lived experience of poverty and financial hardship, including the challenges faced by individuals and families in crisis. You will also have an awareness of the wider system of support, including welfare provision, benefits, and voluntary and community sector services.

You will be confident in using public health intelligence, data, and evaluation methodologies to inform decision-making, shape interventions, and measure local impact. Experience of implementing, monitoring, and developing complex programmes is essential, including the effective use of performance and outcomes frameworks and data tools (such as dashboards and reporting systems) to track progress, demonstrate outcomes, and drive continuous improvement. You will play a key role in supporting the delivery and oversight of the Crisis Resilience Fund, ensuring activity is evidence-based, targeted, and responsive to local need.

Strong communication and interpersonal skills are critical. You will be an effective networker, able to build and sustain productive relationships across statutory, voluntary, and community organisations, and confident in presenting, influencing, and facilitating discussions to coordinate action and strengthen local responses to poverty and financial crisis.

You will be able to manage competing priorities, work to tight deadlines, and maintain a high level of analytical and intellectual rigour. Political awareness, negotiation skills, and flexibility are essential, along with the ability to advise, challenge, and influence stakeholders without direct authority.

Ideally, you will have experience of applying health intelligence and insight to shape interventions, a strong track record in evaluation and evidence-based practice, and a commitment to embedding equity and co-production in programme design and delivery.

Key Dates & Further Information

This is a full-time position - 37 hours per week and Fixed Term until 31st March 2029.

The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
