WHO WE ARE

How your work would contribute to our organization and the Twin Cities region:

The Assistant Manager of Street Operations is responsible for supervising the daily activities and overall performance of District Supervisors within District Street ensuring timely and safe delivery of bus transit services within the region.

This posting will be used to create an eligible list for eight (8) months.

What you would do in this job

Provide daily direction and counsel to District Supervisors; assign tasks and projects
Participate in establishing rules, standards, guidelines, and policies governing quality and quantity of work
Recruit, select, develop, counsel, discipline, and evaluate performance of employees
Monitor District Supervisors use of daily supervisor log (DSL), operating condition reports (OCR), Transit Master reports, and manage on time performance
Meet and negotiate with outside agencies as well as Metro Transit departments to plan long term projects, events, and service disruptions
Assist in organizing high profile special events, including the Minnesota State Fair, parades, etc.
Assist in organizing and operational planning support for present and future Bus Rapid Transit lines
Provide oversight of detour and passenger service information notices
Analyze, assign, monitor resolution of, and respond to customer service complaints
Partner with internal departments, Service Development, and Engineering & Facilities to develop and implement service changes, sector studies, and transit center designs
Coordinate scheduling of District Supervisors to maintain appropriate levels of coverage for bus transit services and substitutes for District Supervisors as needed
Represent the Street Operations department at service committee meetings and external public meetings
Accept both internal and external requests for service
Evaluate and create work orders for unscheduled bus service
Assist in planning department goals and objectives
Write routine reports, read and comment on engineering plans, and maintain proper correspondence
Act on behalf of the manager in their absence
Maintain and update Equipment inventory (Laptops, Radios, phones, Vans)
Work on other duties as assigned

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of progressive, responsible experience in transit, transportation, public safety, or closely related field and completed education in Business Administration or closely related field with one (1) year of verifiable lead/supervisory experience:

High school diploma/GED and eight (8) years of experience with one (1) year of verifiable lead/supervisory experience
Associate's degree and six (6) years of experience with one (1) year of verifiable lead/supervisory experience
Bachelor's degree and four (4) years of experience with one (1) year of verifiable lead/supervisory experience

Metropolitan Council Employees Only. Successful completion of any one of the following three Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience. You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the three programs listed below will substitute credit (6 months or 1 year) for lead/supervisory experience.

What additional skills and experience would be helpful in this job (desired qualifications):

Experience speaking in front of the public or presenting information to large groups of people
Experience partnering and negotiating with internal departments or outside agencies to plan long term projects, events, and/or service changes, and disruptions
Experience as a lead/supervisor of union employee work groups and knowledge of union contract administration
Experience with management practices, principles of supervision, and/or performance management (coaching, counseling, staff development, performance improvement, and discipline)
Experience presenting to a high-level audience; small and large groups
Experience working with Suburban Transit Authorities (STA's)
Excellent problem analysis and resolution skills
Willingness to continue to grow, learn, and excel in a leadership/management role with the Metro Transit operations
Experience fostering equity, diversity, and inclusion competency and understanding

What knowledge, skills and abilities you should have within the first six months on the job:

Knowledge of management practices, principles of supervision, and performance management (coaching, counseling, staff development, performance improvement, discipline)
Knowledge of Federal, State and local laws and regulations relating to bus transportation
Knowledge of union contract administration
Effectively manages multiple, competing issues, makes sound decisions under pressure and prioritize responses for proper resolution
Basic skill level in Microsoft Word, Excel and other windows-based environments
Effective interpersonal communication skills
Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals
Ability to write routine reports and correspondence
Ability to speak effectively before groups of internal and external business partners which may include Metropolitan Council Presentations, Senior Staff presentations, and Community committee presentations
Ability to establish and maintain effective working relationships with multiple departments and groups: customers, government officials, service providers, and coworkers
Promotes an equitable, positive and respectful work environment that values cultural and diversity among all employees
Ability to enforce established policies and procedures
Ability to manage and empathize with employee situations, setbacks and adversity within your team

Union/Grade: Transit Managers and Supervisors (TMSA)/Grade H
FLSA Status: Exempt
Safety Sensitive: Yes, subject to random Non- DOT drug tests.

What your work environment would be: Position works in an office environment. Some travel to other facilities is required. Up to one third of the time this position works near moving parts or equipment, exposed to fumes or airborne particles, outdoor weather conditions, and moderate noise.
