About the Role
We are seeking an experienced and highly organised Project Manager to lead the delivery of an innovative funded project. Power Up Oxfordshire is a local programme that helps residents save energy and use cleaner, greener power. It offers advice, support, and collective purchasing discounts to make buildings more energy‑efficient and reduce carbon emissions. The project takes a hyper-local approach, working with partners organisations and local community groups to create value-driven engagement that is highly tailored to specific audience needs.
The Project Manager will be responsible for overseeing and delivering the project from the enabling phase, through delivery and finally, the closing evaluation and reporting phase. The role will require managing a complex, multi-stakeholder environment, ensuring delivery against ambitious targets while overseeing budget, risk, and quality standards. Promotion and participation in the programs will be supported by the Community Engagement Officer who will report directly to you.
Key Responsibilities
Project Leadership & Delivery
- Lead end-to-end delivery of the group-buy renewables project, ensuring timelines, objectives, and outcomes are met
- Translate strategic goals into actionable delivery plans and milestones
- Monitor progress, track performance metrics, and report to key stakeholders
- Accountable for the delivery of community engagement and communications activity, ensuring effective promotion and high participation in programmes
Stakeholder Management
- Manage relationships across a wide range of stakeholders (e.g. suppliers, local authorities, partners, and customers)
- Facilitate collaboration and alignment between diverse groups with differing priorities
- Lead value proposition workshops with partner organisations to shape audience messaging and engagement
- Act as a clear and confident communicator, representing the programme internally and externally
People Leadership
- Manage and support the Community Engagement Officer, providing clear direction, coaching and regular feedback to drive performance and development, ensuring high quality delivery of community outreach and communications activities across Oxfordshire.
- Working closely with the RetrofitWorks Senior Management team, reporting on project delivery and flagging risks
Operational Management
- Oversee resource allocation, ensuring efficient use of team capacity and external providers
- Manage project budgets, forecasting, and financial reporting
- Ensure high standards of quality assurance across all project outputs
- Drive impact data capture to ensure maximum project legacy impact
Risk & Compliance
- Identify, assess, and proactively mitigate risks throughout the project lifecycle
- Maintain robust governance processes, documentation, and reporting structures
- Ensure compliance with relevant regulations and organisational policies
Service Design & Innovation
- Working closely with colleagues and partners, applying service design principles to create a seamless customer experience for participants
- Continuously evaluate and improve programme delivery based on feedback and data. Log project learnings throughout.
- Support innovation in delivery models, particularly within the retrofit and renewable energy sectors
- Oversee the digital optimisation of the client journey
Supply Chain Management
- Develop and manage relationships with suppliers and contractors
- Ensure supply chain resilience, quality, and performance
- Maintain awareness of market dynamics and adapt delivery accordingly
Project Outcomes
- Draw upon impact data, learning logs and qualitative evaluation to create a project report, supported by the Engagement Officer
- Develop a replicable service blueprint, including partner engagement and value proposition development
- Present project outcomes to relevant organisations
Person Specification
Essential Experience & Skills
- Proven experience in project management, delivering complex, multi-stakeholder programmes
- Experience within the retrofit, renewables, or sustainability sector
- Exceptional organisational and planning skills
- Strong communication skills, with the ability to engage diverse audiences
- Demonstrated ability to manage budgets, resources, and timelines effectively
- Strong risk management skills, with a proactive and solution-focused approach
- Excellent understanding of GDPR and responsible data handling
- Understanding of supply chain dynamics and quality assurance processes
- Strategic thinking combined with hands-on delivery capability
- Proficient in Microsoft 365 applications (e.g. Outlook, Word, Excel, PowerPoint, Teams) for communication, data handling, and document creation
- Experience using CRM systems to manage contacts, track interactions, and maintain accurate records
- Strong general IT skills, including file management, data entry, and use of digital collaboration tools
Desirable
- Experience in leading change management programs
- Knowledge of group-buying or collective procurement models
- Experience in developing service design methodologies
- LEAN organisation/management qualification or equivalent
- A good understanding of whole house retrofit principles, including fabric and ventilation
Working Arrangements
- Flexible hybrid or remote working options
- Regular travel across Oxfordshire required
- Occasional evening or weekend work may be required depending on project milestones
