About the Role
North Yorkshire Council is seeking a dynamic HR Advisory Team & Policy Lead to join our HR Advisory team. This pivotal role combines three key elements:
- HR Casework: Act as the go-to expert a team of HR professionals, ensuring high-quality advice and guidance across a wide range of casework. You will also support on more complex and senior-level HR queries and casework
- Line Management: Use your leadership skills to develop and empower a small team of HR advisors. You’ll provide coaching, support, and direction to help them grow as experts in their field.
- Policy & Data: Take a data-informed approach to policy development. You’ll analyse trends, horizon scan, and ensure our HR policies remain robust and future-ready. You will work with other leaders in our suite of HR services to further develop our HR workforce dashboard with a particular focus on the implications and impact of our HR Advisory service.
You would be joining the team at an exciting time, with challenges and changes to employment law, you would help mould and shape the future of robust policies within North Yorkshire Council.
The team sits as part of North Yorkshire Council’s high performing HR and OD Service and we are very proud to have recently won the 2025 PPMA Public Sector HR and OD Team of the Year, the PPMA Gold award as well as a recent award for HR and Payroll provider of the year from Education Today.
What you can bring
We are looking to take on a self-motivated individual, with an in-depth knowledge of employment legislation, national policy and best practice.
In your supporting evidence, we would love to hear about:
- Proven experience in senior-level HR casework
- Evidence of successfully line managing a team
- Ability to utilise data to inform policy decisions, including research and analysis
- Experience collaborating across multiple HR functions (e.g., payroll, recruitment)
- Ability to work with diverse stakeholders across the council’s varied services—from operational teams to senior leadership
