Job overview

We are seeking a highly motivated and experienced senior doctor to take on the important role of Guardian of Safe Working Hours. This is a key leadership position within the Trust, responsible for ensuring that doctors’ working hours are safe, compliant and support both high-quality patient care and staff wellbeing.

This opportunity is open to Consultants, SAS Doctors and General Practitioners, recognising the wide range of senior clinical experience that can bring valuable insight and credibility to the role. We particularly welcome applications from individuals who are interested in developing their leadership and managerial skills, alongside their clinical careers.

The Guardian acts as an independent champion for safe working, operating outside of traditional line management structures, and providing assurance directly to the Trust Board. The postholder will lead on monitoring, reviewing and addressing issues related to safe working hours, including oversight of exception reporting, rota gaps and working patterns, ensuring compliance with national Terms and Conditions of Service.

Importantly, structured support will be provided to the successful candidate, including mentorship, access to senior leadership, and opportunities to build experience in areas such as governance, workforce management, and organisational leadership. This makes the role particularly well-suited to senior clinicians looking to broaden their portfolio and gain exposure to Trust-wide systems and decision-making.

Working closely with other senior stakeholders, the Guardian will ensure that concerns raised by doctors are appropriately addressed, escalated where necessary and translated into meaningful improvements in working conditions and training environments.

This is a high-profile role requiring good communication skills, professionalism and the ability to influence at all levels. The successful candidate will play a key part in promoting a culture of safety, transparency and continuous improvement, with a clear focus on both patient safety and doctor wellbeing.

Main duties of the job

The Guardian of Safe Working Hours will:

Act as the independent champion for safe working hours, ensuring that doctors’ working patterns support both patient safety and staff wellbeing.
Provide assurance to the Trust Board on compliance with safe working hours regulations and the Terms and Conditions of Service.
Oversee and manage exception reporting, including reviewing, monitoring and ensuring timely action on reports relating to working hours, rota gaps and safety concerns.
Identify themes and risks by triangulating data from exception reports, rota gaps, sickness, and other sources, and support the development of improvement plans.
Escalate unresolved concerns relating to safe working hours to senior leadership, including the Chief Medical Officer and Trust Board where necessary.
Work collaboratively with key stakeholders including the Director of Medical Education, Head of Medical Staffing, Resident Doctor Forum and Local Negotiating Committee to ensure concerns are addressed effectively.
Chair the Resident Doctors Forum, ensuring effective engagement with doctors in training and oversight of safe working practices.
Review rota design and working patterns, promoting inclusive and safe scheduling practices and recommending improvements where required.
Ensure appropriate use and transparency of financial penalties (fines) arising from breaches, supporting improvements in training and working environments.
Produce regular reports (quarterly and annual) to the Trust Board and relevant committees, providing clear assurance and outlining risks, trends and actions.
Promote a culture of safety, openness and continuous improvement, ensuring doctors feel confident to raise concerns about working hours and wellbeing.

Essential criteria

Knowledge and understanding of TCS of doctors in training
Knowledge and understanding of Working Time Regulations and safe working patterns and rotas for doctors in training.
Facilitation, interpersonal, mediation and negotiation skills in order to promote medical and dental education and challenge practice within the LEP
Ability to act as an effective champion for safe working

Desirable criteria

Knowledge of recent development in medical education and of key issues

Experience

Essential criteria

Minimum consultant/SAS/GP level or equivalent senior medical or management level
Relevant experience and or employment with a local NHS organisation.

Previous experience of postgraduate education & training
