West Sussex County Council is seeking a Procurement Manager to oversee procurement activities, supporting the delivery of services to our residents and ensure a better quality of life.
Salary: £48,226 to £51,356 per annum.
Working Pattern: Full-time (37 hours per week) and part-time hours considered.
Contract Length: Permanent.
Location: County Hall, Chichester, with hybrid working options.

As a Procurement Manager within our organisation, you will be responsible for overseeing the complete procurement and contract management processes.
You will assist stakeholders throughout the entire procurement cycle, including managing tenders via e-Sourcing portals, ensuring the delivery of value for money outcomes through effective and compliant procurement procedures.
Within the category (People) our annual expenditure with suppliers is c£600 million p/a.
You will manage and support sourcing projects support to award contracts that optimise quality, social value, cost, , delivery, and responsiveness for the organisation.
Team structure/reporting lines;
- Head of Procurement & Contract Mgt
- Category Lead (ownership of whole category groups: People, Place, Resources)
- Category Manager (ownership of categories within People, Place, Resources)
- Procurement Manager (delivery/implementation lead of category plans and competitive tenders)
- Procurement Officer (supporting delivery/implementation of category plans and competitive tenders)
Experience and Skills
Key Skills:
- Managing Procurement Processes: Capable of managing several small to medium-sized projects, including overseeing and facilitating tenders.
- Analysis: Attention to detail. Being able to provide insights from data based on the validation and analysis you conduct.
Stakeholder Management: Possesses strong stakeholder management skills, with the ability to engage effectively across multiple levels.
- Communication: Communicates clearly and is able to adapt communication styles to suit the audience.
- Negotiation: Demonstrates a range of negotiation skills and knows when to apply them.
- Change Management: Understands change management and process improvement, with experience in supporting organisational change.
Qualifications and/or experience:
- Knowledge and experience of public procurement processes (PA23) and The Health and Care Act 2022 Provider Selection Regime (PSR), using Government procurement frameworks and leading competitive tenders.
- Experience of delivering and implementing sourcing strategies.
- Knowledge and experience of using E tender portals to run sourcing exercises.
- It is desirable to have experience in Social care or Health.
- Has a good understanding of commercial risks and exposures and can demonstrate application of this.
- Demonstrable experience of delivering total cost of ownership savings.
- Developing project leadership and management capabilities and experience, can demonstrate capacity to manage multiple small and medium sized projects.
- Understanding of supplier management and can demonstrate management of a supplier over time, tracking SLA's and compliance.
- Working towards MCIPS or willingness to study for CIPS.
