JOB PURPOSE: Provide under the direction of senior managers, financial and performance support in respect of specified service or corporate activities, in order to facilitate effective operation of business systems and efficient management of resources.
PRINCIPAL RESPONSIBILITIES
Support the budget setting process and advise managers on the preparation of service revenue budgets and capital programmes, in order to meet the requirements of the Council's Financial Standing Orders and Regulations.
Analyse and review financial and performance information with service managers, in order to ensure decisions are taken with full knowledge of the resource implications.
Interpret with budget managers, performance against targets and advise on appropriate remedial action.
Maintain and report on financial and/or systems and procedures in order to minimise the risks of inefficiency, error or loss and to ensure the final accounts, grant claims and returns are compiled on an accurate and timely basis.
Undertake, under the direction of senior managers, projects to ensure that inefficiencies, underperformance and budget variance are investigated and reported.
Advise on systems and procedures in order to ensure compliance with agreed financial policies of the Council.
Supervise the work of junior staff within the team, and other staff allocated from time to time, to ensure that tasks are carried out accurately and on a timely basis.
Undertake coaching and specific technical training within the Team, to ensure that best practice standards and approaches are appropriately applied.
NOTE
Notwithstanding the detail in this job description, the job holder will undertake such work as may be determined by the Manager from time to time, up to or at a level consistent with the Principal Responsibilities of the job.
This role is a Hybrid Flexible Worker and this means that the role will be that staff utilise flexible and mobile working depending on working patterns and business requirements and may work at contractual work base, other council locations, partner buildings, at home or some other suitable location. Many services and customers span across the Borough and therefore you may be required to work at any location in Cheshire West and Chester.

Our Education Finance Team is currently seeking a Senior Finance Assistant to join the team.
The Senior Finance Assistant provides a vital service to schools in providing advice and support on the school finance reporting system and school finance generally. Interaction with schools will take place via Teams, face-to-face visits, email and phone calls. The role requires the ability to work independently to respond to queries, solve unexpected problems using initiative, organise workload, and plan over several months to meet objectives. The postholder must have the ability to build effective relationships with customers and colleagues, exercising tact and sensitivity when addressing queries and handling difficult situations.
