We are seeking an experienced and motivated Community Wealth Building Manager to lead the development and delivery of Luton's Community Wealth Building (CWB) programme.
Working closely with the Economic Growth & Strategic Regeneration Manager, you will drive Community Wealth Building initiatives that support the delivery of Luton’s Economic Growth Strategy, Implementation Plan and Luton 2040 Vision, helping to create a fairer, healthier and more inclusive town.
This is a strategic role focused on maximising local wealth retention, reducing economic leakage and ensuring that investment delivers greater benefits for residents, businesses and communities.
You will lead the delivery of Community Wealth Building priorities across the council and partner organisations, embedding best practice and driving measurable outcomes in areas including:
- Good work and quality employment opportunities
- Local procurement and supply chain development
- Social value and inclusive growth
- Local economic resilience and wealth retention
- Inclusive economic ownership and investment
A key responsibility will be leading the delivery of Luton’s Anchor Framework, strengthening collaboration across procurement, skills and employment, land and assets, and social value.

You will have experience of developing and delivering Community Wealth Building, social value, cooperative or progressive procurement initiatives, ideally within a local authority, community enterprise or partnership setting. You will have a strong understanding of Community Wealth Building principles and how they can be applied to support inclusive economic growth and wealth retention.
With experience of managing complex projects and programmes, you will be confident working with anchor institutions and a wide range of stakeholders to deliver successful outcomes. You will be skilled at building partnerships, influencing others and turning strategic priorities into practical action.
You will have knowledge of economic development, regeneration, skills and investment, alongside the ability to analyse complex information, identify opportunities and develop innovative solutions. A strong understanding of the factors affecting economic growth, poverty and deprivation, together with a commitment to creating positive change for local communities, is essential.
Educated to postgraduate level, or with equivalent professional experience, you will be a collaborative, proactive and delivery-focused professional with a passion for building a stronger and more inclusive local economy.
