The Role
The Group Head of Health, Safety & Environmental (HSE) is responsible for leading and delivering the Group's Health, Safety, Environmental strategy across the MJ Church Group of Companies - MJ Church (Plant) Ltd, MJ Church Recycling Ltd, Oakbourne Ltd.
Reporting directly to the CEO and working closely with the Executive Leadership Team (ELT) and Senior Leadership Team (SLT), the role provides a balance of strategic leadership, team management, and visibility, ensuring that HSE is embedded throughout the organisation.
The role will focus on developing clear minimum standards, strengthening behavioural culture, ensuring regulatory compliance, and driving fundamentals within our delivery.
Responsibilities
Strategic Leadership
- Develop the Group HSE strategy aligned to business objectives and growth plans.
- Advise the CEO, ELT and SLT on HSE risks, opportunities, regulatory developments and performance.
- Provide support and mentorship to the ELT and SLT to drive HSE leadership across the Group.
- Establish, implement and continuously improve Group wide minimum standards, expectations and critical risk controls.
- Lead the development of a pragmatic and high performing safety culture.
- Drive environmental and sustainability initiatives including carbon reduction, resource efficiency and ESG objectives.
- Appointed as the Group Health and Safety Competent person, as defined within the MHSW 1999, Reg 7, and strategic advisor to the CEO [appointed as the Health and Safety Champion at Board level]
Operational Delivery
- ·Maintain a regular presence across our group activities to provide visible leadership and support.
- Establish a framework that enables HSE Managers to work closely with operational teams, ensuring standards are clearly understood, effectively implemented and consistently maintained
- · e accountable for and lead strategy into investigations.
Team Leadership
- Lead the Environmental and Health and Safety team.
- Develop a capable, engaged and collaborative HSE team that supports business objectives.
- Set clear objectives, expectations and development plans for members of the HSE function.
Training, Competence & Culture
- Ensure mandatory, role specific competencies remain effective and fit for purpose by developing and overseeing the Group HSE training and competency framework.
- Embed a learning culture through audits, observations, incident reviews, near miss reporting and sharing of lessons learned.
- Coach managers and supervisors to strengthen ownership and accountability for HSE performance by building leadership capability across all levels of the organisation.
Governance & Assurance
- Maintain and continually improve ISO 45001 and ISO 14001 management systems.
- Ensure accreditations, permits and consents from a HSE perspective are managed and applied by leading assurance activities, audits and compliance reviews across the group.
- Manage regulatory relationships with relevant stakeholders principally the Health and Safety Executive and the Environment Agency.
- Provide clear and meaningful HSE reporting to the CEO, ELT and Board.
Who you are
This role requires a confident and knowledgeable Senior HSE Leader with the ability to lead teams and influence senior leaders across the group. You will need excellent communication abilities and a pragmatic approach to problem-solving.
- Degree, NVQ L6 or NEBOSH Diploma
- Professional membership of IOSH, GradIOSH
- IEMA qualification or equivilent
- Significant senior HSE leadership experience
- Proven experinec delivering strategic Improvements
