About The Role

Are you ready to take a leading role in one of London’s most innovative heat network programmes? We are looking for a skilled and driven professional to help shape the future of low‑carbon energy in Islington.

As Heat Network Engineering & Operations Manager, you will play a central role in ensuring the council’s flagship heat networks are technically robust, financially sustainable and delivering real benefits to residents. This is a unique opportunity to combine engineering leadership with operational and commercial oversight in a role that has tangible impact on climate action, energy costs and fuel poverty.

What you’ll be doing

Lead the technical direction, performance and long‑term optimisation of the Bunhill Heat Networks
Oversee the delivery of engineering projects from concept through to commissioning and handover
Manage live network operations, ensuring reliability, efficiency and compliance
Performance manage contractors and drive continuous improvement across O&M contracts
Provide commercial and financial oversight, including budgets, cost recovery and value for money
Support corporate energy management activities, including procurement, billing and carbon reporting

What we’re looking for

Strong background in mechanical or building services engineering, ideally within heat networks or low‑carbon systems
Experience delivering engineering projects alongside managing live operational assets
Knowledge of energy systems, performance optimisation and contractor management
Understanding of energy procurement, billing processes or financial oversight in an operational context
Ability to analyse data, manage risk and make sound technical and commercial decisions
Strong communication skills, with experience engaging a range of stakeholders

About the team

You’ll join the Energy Services Team within the Climate and Environment directorate, working closely with the Head of Energy Services and a small, specialist team responsible for the council’s heat networks, energy procurement and carbon reduction programmes. The team plays a critical role in delivering Islington’s climate commitments while ensuring the effective operation of complex energy infrastructure.
