Job description

The Offshore Petroleum Regulator for Environment and Decommissioning (OPRED) is responsible for developing, administering and ensuring compliance with the environmental regulatory regime for the UKCS, in relation to offshore oil and gas exploration, production, decommissioning, gas unloading and storage, and carbon storage.

The Offshore Environmental Inspectorate is a team within OPRED which works to protect the environment through implementation of the United Kingdoms offshore environmental regulations. To ensure continued high standards of environmental performance and protection we are looking for a suitably experienced and qualified person to join the Inspectorate Team. The team brings together individuals with varied but specific work experiences and skills in order that all environmental aspects associated with offshore oil and gas activities are competently monitored.

Within the OPRED Regional Delivery Programmes (RDP) the OEI are responsible for developing, administering, and ensuring compliance with the environmental and decommissioning regulatory regime in relation to offshore oil and gas.

Person specification

Part of a dynamic team, your role will be diverse and involve all aspects associated with the regulation of environmental legislation and pollution prevention within the offshore oil and gas industry.

Your key responsibilities will include:

Assessing submissions made to OPRED by operators and owners for regulatory approval or acceptance, providing advice as needed.
Contributing to the fulfilment of a planned inspection programme (onshore / offshore) to achieve agreed targets, and have responsibility for maintaining a regulatory overview of a portfolio of owners and operators and their offshore assets.
Review emissions and discharge data and compliance evidence, identify potential non-compliance and investigating contraventions of offshore legislation, taking enforcement action where appropriate. Investigating contraventions of offshore legislation. This may involve the preparation of reports to the relevant prosecution authorities.
Participating in an on-call incident response rota in order to liaise with industry on offshore oil & gas incidents and to ensure that operators and owners respond to any pollution incident in accordance with their oil pollution emergency plans.
Contribute to developing and improving OPRED policy, procedures and guidance on relevant regulation, ensuring a consistent, transparent approach to permitting and inspection.
Representing OPRED on industry workgroups. Whilst inspection will be the main focus of your job, you may also be required to undertake other activities in the support of OPREDs regulatory function to help achieve OPREDs objectives.

You will need to actively develop and maintain effective liaison with assigned industry representatives, other Government departments and agencies as well as other non-governmental organisations on environmental issues.

Essential criteria

The successful candidate will have a tertiary-level qualification in a science, engineering or environmental subject relevant to oil and gas operations and:

be able to demonstrate significant oil and gas experience in a relevant technical role such as combustion plant operations, production operations, drilling operations, well engineering, maintenance management, subsea; or
have a proven track record of inspection, regulation or enforcement in the oil & gas or a related industry.

It is mandatory that applicants pass the UK offshore medical and survival training requirements.

Desirable criteria

It is desirable that applicants have qualifications covering or experience of combustion plant design, operation and maintenance; the regulation of related atmospheric emissions; or the design, operation and maintenance of alternative technologies.

Qualifications

Tertiary-level qualification in a science, engineering or environmental subject relevant to oil and gas operations.
