Role Information

Role Purpose
The Partnership Manager is responsible for building, managing and sustaining the local learner supply pipeline that underpins all adult skills delivery.
The role ensures a consistent flow of job ready learners from referral partners, aligned to employer demand, contract requirements and local labour market need. The Partnership Manager plays a critical role in connecting national strategy to local performance.

Key Responsibilities

1. Partnership Development

Develop and maintain effective relationships with key referral partners, including:
- Jobcentre Plus and Work Coaches
- Restart and Connect to Work providers
- Local authorities, housing providers, and VCSE organisations
- Prisons, probation, and community organisations
Secure and manage referral agreements (formal and informal) to support programme delivery

2. Learner Pipeline Management

Own and manage the local referral pipeline across all programmes
Ensure all provision has:
- Sufficient learner volume
- Appropriate learner profile
- A clear and active recruitment plan
Monitor and track:
- Referral volumes
- Conversion to starts
- Attendance and retention risk
Take proactive action to address pipeline gaps or under-recruitment

3. Contract & Performance Support

Work collaboratively with delivery and employer engagement teams to:
- Ensure programmes are filled in line with start dates
- Support achievement of contract profiles and targets
- Enable employer interview requirements to be met
Support performance across multiple programmes (e.g. Bootcamps, ASF, DWP provision)

4. Labour Market Alignment

Maintain an up-to-date understanding of:
- Local labour market demand
- Priority sectors
- Barriers to engagement for target cohorts
Align referral pipelines to support:
- Employer demand
- Contractual performance requirements
- Local commissioning priorities

5. Stakeholder Management & Representation

Act as a key local representative for Learning Curve Group
Provide clear and consistent communication to partners, including:
- Programme availability
- Start dates and entry requirements
- Progression opportunities
Build and maintain strong, trusted partner relationships to support long-term engagement

Key Performance Indicators (KPIs)

Programme fill rates
Referral volumes and quality
Conversion rates (referral to start)
Attendance and retention rates
Interview attendance
Job outcome and progression rates
Partner engagement and satisfaction

Support employer engagement pathways in lace via the employer services team

Experience working within employability, welfare-to-work, or adult skills
Strong understanding of referral networks, including Jobcentre Plus and DWP programmes
Experience of managing partnerships and stakeholder relationships
Proven ability to manage pipelines and deliver against performance targets
Strong organisational, communication, and data management skills
