John Pye is the UK’s largest auction house network, offering the biggest volume and widest variety of stock and assets to the secondary market. Our family-owned business has been in operation for more than 50 years in the UK and 2022 has seen our first venture into Mainland Europe with the opening of our site in Spain. Our workforce currently stands at circa 700 employees and continued growth plans are afoot.
We have an opportunity for a Health & Safety Supervisor at our site in Marchington.
Purpose of Role:
- To provide SHEQ support to sites across the Midlands including Nottingham, Chesterfield, Derby and Marchington in the form of in person visits, online meetings and over the telephone / email
- Based at the Marchington site providing continuous SHEQ support to the sites SHEQ Coordinators / Representative
- To ensure Compliance on an operational level for a cluster of sites as well as providing support to the wider company as and when required supported by the Health and Safety Manager
- Responsible for providing advice and practical support to site staff in order to ensure compliance with the company’s legal responsibilities
- Support by ensuring standards are achieved and maintained; which provide assurance to John Pye & Sons that Compliance is in accordance with relevant Statutory and ISO guidelines.
Context: Working directly with the Health and Safety Manager and other various internal and external stakeholders: Directors/Managers/Supervisors/Local Authorities/Fire Officer including all other relevant persons, will have responsibility in terms of the elements set out below.
Key Responsibilities
Health and Safety
o To ensure the John Pye & Sons health and safety (SHEQ) policy is displayed and communicated to all employees on an annual basis as well as being part of the new starter induction process
o Assist the Health and Safety Manager in the developing of the policy ensuring that all aspects of safety, health, environmental and quality management are included
o To ensure that hazards are identified throughout each site and that suitable risk assessments are produced to enable the appropriate control measures to be identified.
o To review risk assessments on an annual basis ensuring they remain valid.
o To review affected risk assessments as part of any accident or near miss investigation and take additional steps when highlighted to prevent a recurrence.
o To share across the sites via regular team meetings and safety communications risk assessment findings.
- Health and Safety Committee
oTo attend in person quarterly SHEQ committee meetings and collate required information prior to each meeting in order to actively participate in them.
o To provide feedback to site staff on SHEQ meetings and to implement any agreed actions.
o To chair the meeting in the absence of the companies Health and Safety Manager.
o To carry out regular site safety tours across the sites, to use the JPS document portal and Task Master to highlight concerns and findings from site tours and producing action lists and managing action until completed.
o To ensure the hazardous substance register for all sites is in place whilst ensuring that risks associated with hazardous substances are managed.
o To obtain SDS and create COSHH assessments for each individual chemical used and stored on sites and to review the assessment yearly.
o To work with the sites cleaning staff to ensure compliance with the safe use and storing of chemicals at all times.
o To continually seek less harmful chemicals to be used across the sites.
o To ensure that manual handling tasks are the subject of suitable risk assessments.
o Liaise with the Health & Safety Manager regarding training needs identified.
o To ensure that ALL new starters receive manual handling training on day one of commencing work for us as part of the new starter induction process and to spot check for compliance.
o Check all accidents which occur across the sites and investigate accidents and near misses where appropriate within the 48hr time frame inline with the companies accident and reporting procedure.
o Produce and supply the Health & Safety Manager with a monthly report detailing all accidents and near misses for the cluster sites as well as a detailed response to actions taken to prevent a recurrence of each accident.
o Assist the Health and Safety Manager with making online RIDDOR reports when required.
o To provide statistical analysis of accident/incident numbers, types and trends via the tracker on a monthly basis.
o o Put plans in place to raise the awareness of H&S throughout the company.
o Work with the site managers to maintain a health and safety training matrix.
Contractor Management
- Liaising with internal departments (commercial team & finance) to ensure acceptable standards of contractor management and acceptance.
- Dealing with confidential information appropriately and inline with GDPR.
- Liaison with on-site contractors ensuring SHEQ compliance and general site safety standards.
- To carry out briefing for contractors when they arrive on site, check permits to work and risk assessments.
- Ensuring the approved suppliers and control of contractor records are maintained and approved.
Fire Requirements
- Assist the Fire Officer on visits and periodically check Fire Risk Assessment for compliance.
- Ensure the fire management plan for the cluster sites are reviewed every 6 months and that any required DRAFT amendments are made and distributed to the Health and Safety Manager for approval.
- Ensure sufficient numbers of Fire Wardens are trained and available on site during operational hours inline with the approved fire management plan.
- Assist with / conduct required fire checks and maintain the required documents for the cluster sites.
Compliance
- Working with the Health and Safety Manager to ensure that there are adequate processes in place to identify and achieve statutory compliance in accordance with the requirements of relevant Health and Safety legislation within John Pye & Sons, conducting team meetings and where appropriate toolbox talks.
- To ensure that adequate computerised or other record of systems are managed and maintained to facilitate effective management of John Pye & Sons Compliance. These include assisting in the design, implementation and development of:
o John Pye & Sons portal
o Asbestos Risk register including Asbestos Management plans for the base site
o Legionella Risk / Monitoring
o Emergency lighting by way of conducting in house Planned Preventative maintenance schedules and checks
o Fire Detection and Alarms including Planned Preventative Maintenance check sheets and Fire Risk Assessments
o Safe Water Temperatures by way of contract review and monitoring the Legionella Risk Assessment
o Gas boiler Maintenance by way of contract review
o Pressure Systems written schemes and inspection. where fitted, by way of contract review
o Fixed Wire Testing by way of contract review
o Portable Appliance Testing by way of monitoring of in house Planned Preventative Maintenance schedules.
o Air conditioning by way of contract review with the Site Managers
o Equipment maintenance (FLT’s, PPT’s, Trollies, roll cages, pump trucks and any other forms of equipment is maintained by way of contract review
- Lead and instigate the review of monitoring controls, to ensure that Regulatory /Statutory risks are identified and reflected within the monitoring of reports and John Pye & Sons meetings.
- To work with the Health and Safety Manager in the production of appropriate risk assessments for Site related risks. To ensure accurate records are maintained and are available, and to report appropriate risks for inclusion on the John Pye & Sons Risk Register.
- To ensure all Compliance information is kept up to date through regular reviews
- To generate and present a regular standardised Compliance report to the Health and Safety Manager including overseeing and monitoring the progress of delivery of all action plans. Checking that the actions are recorded and delivered in a timely fashion.
- Assist in the development of quality standards with colleagues with particular reference to adherence to legislation and codes of practice.
- By a process of audit and challenge of Site procedures and contract schedules identify any gaps in Compliance, ensure that any gaps are properly reported and recorded and that appropriate remedial actions are in place to address any non-compliances in a reasonably timely manner.
Ad Hoc:
Assist Site Manager to ensure compliance relating to buildings and Health & Safety
including:
- Maintaining databases and spreadsheets containing data.
- Reminders sent when checks are due.
- Take appropriate action following reports, including organisation of training if necessary.
- Overall site management of Task Master.
Training
The post-holder may, from time to time, be required to undergo training relevant to the responsibilities above or related functions.
Person Specification
Essential
- A level 3 health and safety qualification such as the NEBOSH National General Certificate;
- Full UK Driving Licence;
- Proven health and safety experience;
- Excellent written and spoken communication skills to produce clear and concise communications to staff at all levels; able to give presentations to groups;
- Excellent planning, organisational and time management skills;
- Ability to work unsupervised, use own initiative and prioritise tasks;
- Attention to detail;
- Strong administration and customer service skills;
- Negotiating skills to convince managers of the need to implement and maintain compliance/safety standards that may be seen to compromise efficiency;
- Patience and diplomacy because the role requires a collaborative approach (an assertive but calm demeanour);
- Flexible and co-operative;
- the ability to understand and analyse complex information and present it simply and accurately;
- an investigative mind;
- an interest in the law and the ability to understand regulations;
- IT skills (specifically MS Office packages).
Desirable
