HR Manager – Lead People, Drive Compliance, Make a Difference

We are seeking a knowledgeable and proactive HR Manager to lead and further develop our Human Resources function within a CQC-regulated care organisation. This is a pivotal leadership role, responsible for ensuring our people practices are compliant, effective, and aligned with the highest standards of care and governance.
As HR Manager, you will play a vital role in supporting our organisation's success by ensuring robust recruitment, employment, and workforce processes are in place. Your work will directly contribute to safeguarding the individuals we support by ensuring that all employees are appropriately recruited, vetted, trained, and supported to deliver outstanding care.
What You'll Be Doing

Leading and managing the HR function, providing expert guidance and support across the organisation.
- Ensuring full compliance with CQC requirements, safer recruitment practices, employment legislation, and organisational policies.
- Overseeing recruitment, onboarding, employee relations, performance management, and workforce development activities.
- Driving a culture of accountability, professionalism, and continuous improvement across all HR processes.
- Conducting audits and quality assurance checks to ensure HR records, systems, and procedures are accurate, compliant, and inspection-ready.
- Identifying and managing people-related risks, implementing solutions that strengthen governance and operational effectiveness.
- Supporting managers to build engaged, high-performing teams that deliver exceptional outcomes for the people we support.

Person Specification Essential

Proven experience in an HR management role within a health and social care or CQC-regulated environment
- Strong knowledge of:
- CQC standards (particularly Regulation 19)
- Safer recruitment practices
- Employment law and Right to Work legislation
- Demonstrable experience of:
- Managing HR teams
- Conducting audits and driving compliance
- Managing risk within HR functions
- High attention to detail and strong organisational skills
- Ability to challenge, escalate, and drive improvement at senior level
- Strong knowledge and experience with running payroll
- Strong knowledge of HMRC
Desirable

CIPD Level 5 or above (Level 7 desirable)
- Experience managing HR in a service that has undergone regulatory scrutiny or improvement processes
- Experience with HR systems such as Rotacloud and Employment Hero

Qualifications:

Bachelor's degree in Human Resources Management, Business Administration, or a related field.
- A minimum of 5 years of experience in HR management, preferably within the social care sector.
- Strong knowledge of UK employment law and best practices in HR.
- Excellent interpersonal and communication skills, with the ability to build relationships at all levels.
- Proficient in HR software and Microsoft Office Suite.
- Strong analytical and problem-solving skills.
- Ability to handle sensitive information with confidentiality and professionalism
