- To assist in the delivery of the statutory functions in all areas private sector housing and HMO licensing.
- To assist the Private Sector Housing and HMO team in the investigations of alleged breaches of housing legislation.
- To assist with tasks related to the collection of evidence and progression of enforcement action.
- To develop essential skills in the support of the Private Sector Housing and HMO team and other services as required.
- To assist officers in the annual work programme and support/carry out inspections and give advice/guidance to members of the public/businesses (level of supervision/complexity dependent on career grade level).
- To provide a customer focused service for internal and external customers which is focused on excellent delivery, service improvement and maximising efficiency
- To contribute to the delivery of an effective and focused Planning and Regulatory service for the council.

Note: Complexity of workload, casework, projects, and level of supervision by more senior officers will vary according to the level of the staff member within the career grade
- Assist in the delivery of the corporate vision and priorities through the provision of statutory functions/activities in all areas of private sector housing and HMO licensing
- Take responsibility for assisting/management of a workload of proactive inspections, compliance visits, investigations, surveys, sampling and interventions in commercial/domestic premises and the wider environment providing a high-quality service to applicants and meeting performance and quality targets
- Carry out inspections of HMO premises to identify disrepair and other non-compliance with local and statutory requirements and breaches of management standards. Assess against HHSRS
- Take appropriate action to ensure compliance with all relevant regulations and license conditions
- Carry out investigations of unlicensed HMO premises, working with multi agency partners as necessary. This will include collation of evidence to support advice and for enforcement purposes
- As knowledge and competence develops, undertake a caseload of reactive work, including responding to and investigating complaints, as well as proactive project work and educational activities where required. In all cases, responding within corporate timescales, keeping relevant parties informed and maintaining up to date case records
- As knowledge and competence develops, communicate with residents and businesses to advise them on relevant legal provisions and best practice recommendations using a variety of methods including face to face, telephone, email and in writing and to respond to general enquiries
- Analyse and interpret data and information and implement decisions on a broad range of activities across the service area as directed by more senior officers
- Assist and support other members of the team, dependent on relevant stage of knowledge/experience and subject to service requirements
- Support officers to carry out enforcement duties including collation and collection of evidence, preparing reports, drafting formal notices and preparing cases for prosecution in the Magistrate’s Court and attending as a witness in line with the council’s enforcement policy
- Support officers across the team in the performance of their duties
- Contribute to the continuing performance improvement of the service and customer delivery
- Contribute as required, to cross-working between teams (including job exchanges) to gain experience and competence in a range of different roles and responsibilities, as part of a planned programme of CPD
- Contribute to the induction, training and development of team members (dependent on level of post)
- Proactively contribute to change management by taking a systems thinking approach in order to identify areas for improvement
- Deliver services in accordance with key performance indicators, service standards and quality systems
- Lead on work priorities set by the Team Leader
- Look for opportunities to bring in income streams into the council and horizon scanning for business opportunities, innovation and efficiency savings across the council
- Comply with relevant statutory legislation in relation to roles/duties

- Three A Levels at Grade C or higher or Level 3 apprenticeship in an Environmental Health related subject
- Level 2 in English and Maths
