Darlington Borough Council are seeking to recruit a Housing Construction Manager to oversee construction projects from initiation to completion.
The role will be required to ensure that projects are delivered safely, within budget and to agreed timescales and to establish and lead comprehensive contract management and monitoring frameworks across all Repairs and Maintenance activities, ensuring robust governance, compliance, and performance oversight.
The Council has a commercially focused, successful and thriving Housing Building team. We are looking to recruit a Housing Construction Manager to join our team.
Our team maintains and delivers improvements to domestic Council housing stock and other Council-owned properties, including sheltered housing schemes. Work is delivered across our Internal Planned Maintenance, Heating Replacement, and wider construction programmes.
We take pride in delivering excellent customer service and high levels of customer satisfaction, and we are looking to strengthen our management capacity to support this commitment.
You will be responsible for the leadership and coordination of construction projects and planned programmes, ensuring safe delivery, statutory compliance, strong financial control, and effective contractor management.
This is a varied and strategic role offering the opportunity to lead on key housing investment programmes, shape service delivery, and drive continuous improvement across the service.
Internal Planned Maintenance (IPM) Team
Delivers large-scale improvement works including kitchens, bathrooms, and property upgrades. You will oversee programme delivery, ensuring works are planned, resourced, and delivered to agreed timescales and budgets.
Heating Replacement Programme
Manages the delivery of heating upgrade works across the housing stock. You will ensure effective coordination of contractors, performance monitoring, and compliance with safety and quality standards.
Construction and Contractor Management
Provides oversight of contractors appointed through the Commercial Client function. You will lead on procurement input, performance management, and the implementation of robust contract monitoring frameworks, ensuring value for money and accountability.
Key Requirements
- Experience in construction and contract project management
- Strong knowledge of Health and Safety legislation, including CDM Regulations
- Proven ability to manage teams, contractors, and resources effectively
- Ability to manage project programmes, budgets, and performance outcomes
- Experience of developing and implementing policies, procedures, or strategies
- Strong communication and leadership skills
- Relevant construction qualification (NVQ Level 6/7 or equivalent) or equivalent experience
- SMSTS and NEBOSH (or willingness to achieve following appointment)
