Role Overview
Emmaus Merseyside is recruiting for a new Deputy CEO & Head of Operations to lead the day-to-day operations within our residential community and social enterprise.
This is a pivotal senior leadership role responsible for translating organisational strategy into effective operational delivery.
As the Chief Executive’s deputy, the postholder will lead the day-to-day operation of Emmaus Merseyside, ensuring the organisation is safe, compliant, well-managed and capable of delivering high-quality services to companions, our partners, and the general public.
We are seeking an exceptional leader who can help shape the future of Emmaus Merseyside. This is not a traditional operations role. We are looking for someone who can lead people, drive improvement, champion safeguarding, build systems, strengthen compliance and act as a trusted deputy to the Chief Executive Officer.

Key Responsibilities
1. Leadership and Management
- Act as Deputy Chief Executive Officer and member of the Senior Leadership Team.
- Support the Chief Executive Officer in the implementation of organisational strategy.
- Lead the day-to-day operation of Emmaus Merseyside.
- Promote a positive, accountable and high-performing organisational culture.
- Develop systems and processes that improve organisational effectiveness.
- Ensure effective communication across services and departments.
- Deputise for the Chief Executive Officer as required.
2. Operational Management
- Provide leadership and oversight across all operational activities.
- Ensure services are delivered safely, effectively and in accordance with organisational policies.
- Monitor organisational performance and identify opportunities for improvement.
- Develop and maintain operational policies, procedures and systems.
- Lead on business continuity planning and operational resilience.
3. Compliance, Governance and Risk
- Lead organisational compliance activities.
- Support the maintenance of organisational risk registers and assurance processes.
- Ensure compliance with health and safety, employment, data protection and other regulatory requirements.
- Support the Chief Executive Officer and Board of Trustees in developing a culture of continuous improvement.
- Monitor and mitigate operational risks.
4. Safeguarding
- Act as Operational Safeguarding Lead.
- Promote a culture of safeguarding throughout the organisation.
- Ensure safeguarding policies are implemented and regularly reviewed.
- Provide advice and support to managers on safeguarding matters.
- Maintain effective relationships with relevant safeguarding agencies and partners.
- Ensure safeguarding concerns are appropriately managed, recorded and reported.
5. Property and Facilities Management
- Act as principal operational contact with the organisation's landlord.
- Oversee the effective management of organisational buildings and facilities.
- Lead planned and reactive maintenance programmes.
- Manage contractors and service agreements.
- Ensure compliance with fire, health and safety, and property-related obligations.
- Support future property developments and improvement projects.
6. Enterprise and Commercial Operations
- Provide leadership and oversight of Emmaus Merseyside's retail and enterprise activities.
- Support the Retail Manager to maximise performance and income generation.
- Monitor commercial performance against agreed targets.
- Identify opportunities to increase efficiency, productivity and profitability.
- Contribute to the development of new enterprise initiatives.
7. People Management and HR
- Provide leadership and support to operational managers.
- Lead recruitment, induction and performance management processes.
- Support workforce planning and organisational development.
- Promote staff wellbeing and employee engagement.
- Ensure effective management of absence, performance and conduct matters.
- Support the development of effective HR systems and processes.
8. Financial Management
- Support the Chief Executive Officer in budget management and financial planning.
- Monitor operational expenditure.
- Contribute to financial forecasting and organisational sustainability planning.
- Work closely with financial management support providers.
- Identify opportunities for efficiency and value for money.
9. Partnerships and External Relationships
- Develop positive relationships with partners, suppliers, contractors and stakeholders.
- Represent Emmaus Merseyside at meetings and events as required.
- Promote the organisation's values, mission and reputation.
10. General
- Undertake any other duties reasonably required by the Chief Executive Officer.
- Work in accordance with Emmaus Merseyside policies and procedures.
- Demonstrate commitment to the aims and values of Emmaus Merseyside.
Skills (Essential)
Education & Qualifications
- Degree-level qualification or equivalent professional experience.
Leadership & Management
- Significant experience in a senior leadership or management role.
- Experience of leading and managing teams through change.
- Experience of developing systems, processes and organisational improvements.
- Experience of managing managers and holding others accountable for performance.
Operational Management
- Experience of managing complex operational services.
- Experience of balancing multiple priorities within a busy environment.
- Experience of developing and monitoring operational performance.
Compliance & Risk
- Experience of managing organisational compliance requirements.
- Experience of risk management and business continuity planning.
- Understanding of governance and accountability within a regulated environment.
People Management
- Experience of recruitment, performance management and employee development.
- Ability to create positive and high performing teams.
Safeguarding
- Experience of safeguarding vulnerable adults.
- Understanding of safeguarding legislation, policy and practice.
Property & Facilities
- Experience of managing buildings, facilities or operational assets.
- Experience of managing contractors and service providers.
