Overview
We are a Temporary Traffic Management company recruiting an Estimator / Bid Manager (Work Winner) to take ownership of our tender and estimating functions and convert opportunities into secured work — particularly within utilities and civils / highways contracting.
This is a delivery-aware role. You will manage the bid process end-to-end — PQQs/SQs, tenders, written submissions, pricing, clarifications, and follow-up — ensuring every submission is compliant, accurate, and commercially competitive.
You will play a key role in driving revenue growth by converting opportunities into secured work, working closely with operations, design, and senior management to ensure bids are both win-ready and deliverable. The successful candidate will have a proven track record of success in this field.
Key Responsibilities
Winning Work (Tenders, PQQs, Frameworks)
- Seeking out new tender opportunities via Constructionline, existing knowledge and publicly held lists etc.
- Lead and complete PQQs/SQs/SSQs and tender submissions (ITT responses)
- Manage bid timelines, clarifications, and submission quality control
- Maintain a structured pipeline of opportunities, deadlines, and outcomes
- Coordinate supporting evidence (certifications, policies, case studies, methodology)
- Drive post-submission activity: clarifications, value engineering, and negotiations
Estimating and Pricing
- Produce accurate, competitive estimates for temporary traffic management works
- Build robust pricing schedules aligned to operational delivery
- Price labour, plant, equipment, transport, supervision, welfare, and programme impacts
- Include permit costs, authority requirements, and lead times in submissions
- Ensure pricing is commercially sound and stands up to client scrutiny
Scheme and Planning Coordination
- Coordinate traffic management plans with designers
- Review layouts for buildability, safety zones, and practical delivery
- Liaise with operations to confirm resourcing, logistics, and delivery approach
Compliance and Quality
Ensure all submissions align with:
- Chapter 8
- NHSS 12D
- NRSWA requirements
- Client specifications and contractual requirements
Maintain document control and consistent standards across all bid outputs.
Essential Experience (Must-Have)
- Proven experience in traffic management estimating and work winning
- Strong understanding of PQQs/SQs and tender submissions
- Good CAD / scheme understanding (ability to interpret and challenge layouts)
- Solid knowledge of permit costs and operational pricing
- Clear written communication and strong attention to detail
Desirable (Advantageous)
- Experience bidding into utilities and civils/highways contractors
- Familiarity with frameworks, programme-based works, and reactive call-off models
- Ability to build and maintain bid libraries (case studies, standard responses, evidence packs)
