Hackney Council is looking for an analytical and detail-oriented Utilities Account Officer to join our Energy and Carbon Team. You will play a key role in managing the Council’s utility accounts, supporting our journey towards net zero carbon emissions, and ensuring the efficient management of energy across our schools and corporate estate. Working collaboratively across departments and with external partners, your contribution will help make Hackney Council greener, more sustainable, and operationally efficient.

As a Utilities Account Officer, you will be responsible for processing gas, electricity and water invoices, completing journal recharges, reconciling utility accounts, and ensuring supplier payments are processed accurately and on time. You will investigate and resolve complex billing and metering queries, analyse utility consumption data, support corporate utility procurements, and contribute to performance reporting.

The role also plays a significant part in delivering the Council’s Meter Exchange (MEX) Programme, coordinating meter exchanges with suppliers, engineers, contractors, schools and internal stakeholders, ensuring accurate meter records, maintaining audit trails, and supporting compliance with industry requirements.

You will also support the Council’s readiness for Market-wide Half-Hourly Settlement (MHHS), working with suppliers and stakeholders to improve data quality, validate meter information, support migration activities, and help ensure the Council’s electricity portfolio is prepared for this major industry reform.

There will be opportunities to contribute to energy efficiency initiatives, renewable energy projects, advanced metering, carbon reduction programmes, and continuous service improvements.

To be successful, you should have experience within the utilities sector and a sound understanding of utility billing, metering, and account management processes. Knowledge of the energy industry, environmental issues, and the principles of energy management would be advantageous.

You will thrive in a fast-paced environment, managing competing priorities while maintaining a high level of accuracy and attention to detail. You should be confident using Microsoft Excel, Word and utilities management systems such as CedAr and Sigma, together with financial systems and supplier portals. The role also includes administrative responsibilities such as arranging meetings, preparing documentation, and recording meeting notes where required.

Building and maintaining strong relationships with suppliers, contractors, engineers, schools, internal budget holders, finance teams, and other Council departments is central to this role. You will be expected to communicate proactively, manage stakeholder expectations professionally, and work collaboratively to resolve complex utility and metering issues while delivering excellent customer service
