Meon Health Practice (The Highlands Practice, Jubilee & Whiteley Surgery)

JOB SUMMARY: The HR Advisor provides professional, proactive and confidential HR support to Meon Health Practice. The role supports all staff across all aspects of the employee lifecycle, helping foster a positive, inclusive and high-performing workplace.

RESPONSIBLE TO: HR Manager

ACCOUNTABLE TO: Managing Partner

KEY/MAIN RESPONSIBILITIES

Employee Relations

Provide first-line HR advice and guidance to managers and employees on HR policies, procedures, and employment law.
Manage employee relations cases, including absence management, assisting with disciplinary, grievance, capability, and performance issues.
Support managers in conducting investigations, hearings, and formal meetings.
Maintain accurate documentation and ensure fair, consistent application of policies.

Recruitment and Onboarding

Coordinate end-to-end recruitment activities, including preparing job descriptions, advertising vacancies, shortlisting, arranging interviews, and issuing offers.
Conduct pre-employment checks, including references, right-to-work verification, DBS checks, and occupational health clearances where required.
Manage induction programmes and onboarding for new employees.

HR Administration

Maintain accurate employee records and HR information systems.
Prepare contracts of employment, variation letters, and other HR correspondence.
Monitor probation periods and support managers with reviews.
Produce HR reports and workforce data as required ensuring submissions are submitted in accordance with timeframes.
Assist in the workforce planning function through the provision of data and projections.
Assist in publication of the monthly HR newsletter and staff surveys.

Attendance and Wellbeing

Monitor sickness absence and support managers with attendance management processes.
Promote employee wellbeing initiatives and signpost staff to appropriate support services.
Ensure compliance with occupational health recommendations and reasonable adjustments.

Learning and Development

Coordinate mandatory training and monitor compliance.
Support performance appraisal processes and personal development planning.

Policy and Compliance

Ensure HR policies remain up to date with employment legislation and NHS guidance.
Advise managers on employment law, equality, diversity, inclusion, and best practice.
Support compliance with GDPR and confidentiality requirements.
Assist with workforce planning and organisational change initiatives.

Payroll and Benefits Support

Liaise with payroll regarding starters, leavers, contractual changes, and absence.
Ensure employee records accurately reflect contractual terms.
Support administration of staff benefits where applicable.

Health, Safety and Facilities Management

Coordinate and monitor the practice's health and safety management systems, carrying out regular workplace inspections and risk assessments.
Arrange and oversee statutory compliance checks, including:
Water temperature monitoring and water testing in line with Legionella risk management requirements.
Portable Appliance Testing (PAT) and maintaining accurate testing records.
Fire safety checks, including fire alarm testing, emergency lighting, fire extinguisher servicing, and fire evacuation procedures.
Gas, electrical, and other statutory inspections and certifications.
Maintain accurate records of all health and safety inspections, maintenance schedules, and statutory compliance documentation.
Coordinate planned preventative maintenance and reactive repairs for the practice premises, liaising with contractors, to ensure timely completion of works.
Manage building maintenance contracts and monitor contractor performance, ensuring work is completed safely, to the required standard, and within agreed timescales.
Ensure the practice premises remain safe, secure, clean, and fit for purpose for patients, visitors, and staff carrying out cleaning audits

Car driver essential

This job description is intended to outline the main responsibilities of the role and may be reviewed and amended to meet the changing needs of the practice.

The role will be working 30 hours per week over 4 days working across our 3 sites. Monday 0830 - 1630, Tuesday 0900 - 1700, Thursday 0830 - 1630 and Friday 0900 - 1700.

Essential Qualifications

CIPD Level 5 qualification (or working towards) or equivalent HR experience.
GCSEs (or equivalent) in English and Mathematics.

Essential Experience

Experience in an HR Advisor or similar HR generalist role.
Managing employee relations cases.
Recruitment and onboarding processes.
Experience maintaining confidential HR records and systems.

Desirable Experience

Experience working in primary care, GP practices, or the NHS.
Experience working with clinicians
Experience using HR or workforce management systems.

Skills and Competencies

Excellent communication and interpersonal skills.
Strong organisational and time management skills.
Ability to manage multiple priorities and meet deadlines.
Excellent problem-solving and conflict-resolution skills.
High level of discretion and confidentiality.
Strong IT skills, including Microsoft Office and HR systems.

Working Conditions

Office-based within Meon Health Practice with the ability to travel to all sites. training.
