Programme Manager – Housing Systems Transformation (Interim)
Location
Hybrid – Adur and Worthing, West Sussex (BN15 8TA). You will be required to work on site 2–3 days per week across Adur (Lancing/Shoreham) and Worthing. Remote working is available for up to one day per week, subject to service needs.

Job Responsibilities
- Lead the end-to-end delivery of the Housing Management System (HMS) transformation programme across Adur and Worthing Councils
- Develop and manage the overall programme plan, ensuring effective control of scope, milestones, governance, risks, budgets and reporting
- Coordinate and manage multiple programme workstreams, including system implementation, integrations, data migration and business readiness
- Oversee the cleansing, validation and migration of housing data from multiple legacy systems to the new Housing Management System
- Manage integrations between the Housing Management System and key corporate systems, including repairs, finance, community safety and building safety platforms
- Lead System Integration Testing (SIT) and User Acceptance Testing (UAT) to ensure successful system readiness prior to deployment
- Drive organisational change, business process transformation, user engagement and training to support successful adoption of the new system
- Ensure compliance with cloud strategy, cyber security, data protection, information governance and enterprise architecture standards
- Manage third-party suppliers, implementation partners and contractual deliverables to ensure programme objectives are achieved
- Plan and oversee go-live activities, post-implementation support and transition into business-as-usual (BAU) operations
- Monitor programme performance, benefits realisation, risks, budgets and delivery milestones to ensure successful outcomes
- Build strong working relationships with Corporate Directors, senior leadership teams, service managers, ICT teams and external partners
- Lead programme governance, reporting and communication across senior stakeholders and project boards
- Identify programme risks, issues and barriers to delivery, implementing practical solutions to support successful transformation
- Promote collaboration, continuous improvement and digital innovation across Housing Services
Requirements
Must-Have Requirements
- Proven experience delivering large-scale Housing Management System implementation or transformation programmes
- Strong knowledge of housing management services, including rents, repairs, allocations, compliance and housing operations
- Significant experience managing data cleansing, validation and migration from multiple legacy systems
- Good understanding of housing property data and its importance within building safety programmes
- Proven ability to lead complex transformation programmes within local government, housing or similarly complex organisations
- Experience managing programme governance, budgets, risks, benefits realisation and stakeholder engagement
- Strong leadership, communication and influencing skills with the ability to work effectively across multidisciplinary teams
- Experience driving organisational change, business process improvement and user adoption
- Ability to build collaborative relationships with senior leaders, operational teams, suppliers and external stakeholders
- Ability to work regularly on site and manage multiple priorities in a fast-paced environment
Nice-to-Have Requirements
- Experience implementing MRI Enterprise, NEC Housing, Microsoft Dynamics 365 or other cloud-based Housing Management Systems
- Experience managing SaaS platform implementations
- Previous experience working within a local authority or social housing organisation
- Knowledge of building safety legislation, regulatory compliance and housing sector best practice
Additional Information
- Relationship-focused role requiring a regular on-site presence
- The successful candidate will manage one direct report and work alongside a wider change team of six people, including the Corporate Director
